To begin the quest, you'll need to have done Poppy's first quest, which is also part of the main story; Fire and Vice.

You'll find her in The Three Broomsticks, where she'll ask you if you are willing to look into the location of the dragon you freed. After the conversation, she'll leave and won't contact you for a while, so you'll need to wait for her owl to proceed.
