Project Performance Evaluation Reports (PPERs) evaluate the design, implementation, and performance of projects and programs. They are prepared about 3 years after project completion.
Technical Assistance Performance Evaluations evaluate technical assistance projects. Usually, several TAs are covered in the same report.

Asia Pacific Disaster Response Fund, 2009–2024
The Independent Evaluation Department assessed the performance of the Asia Pacific Disaster Response Fund (APDRF), a special fund established in 2009 to provide quick-disbursing grants for lifesaving services in the aftermath of disasters. Over 15 years, APDRF approved 87 grants totaling 146ドル.6 million across 33 developing member countries (DMCs), including support responding to natural hazards and health emergencies such as the coronavirus disease (COVID-19).
The evaluation found APDRF relevant and effective, offering timely assistance and flexibility highly valued by governments. There were some efficiency issues, and limited learning from monitoring and reporting. The fund was assessed likely sustainable, given continued replenishments from ADB’s net income.

Performance Evaluation Report for the Third Capital Market Development Program in Bangladesh
In 2015, ADB approved the Third CMDP (CMDP3) to advance reforms aimed (i) strengthen market stability, (ii) improve market facilitation, (iii) broaden supply measures, and (iv) expand demand measures. The program ran until 2020 and supported initiatives such as mutual fund development and insurance investment rules. However, implementation challenges emerged, including weak institutional capacity, misalignment with agency needs, and unaddressed constraints in the bond market.

Project Performance Evaluation Report for the Bangladesh: Good Governance Program
In response to a government request, the Asian Development Bank (ADB) approved a programmatic assistance in 2007 to support governance reforms. The Good Governance Program in Bangladesh was implemented from 2007 to 2018 and provided policy-based loans and technical assistance to advance the government's reforms. The program focused on three key objectives: strengthening the Anti-Corruption Commission, enhancing the independence and capacity of the judiciary, and mainstreaming good governance practices across line ministries.

Project Performance Evaluation Report for Loan and Grants to the Republic of Kiribati Road Rehabilitation Project (Loan 2718 and Grants 0470 and 0527)
ONGOING EVALUATION. ADB’s Independent Evaluation Department (IED) will prepare a project performance evaluation report (PPER) to assess the design, implementation, and performance of the Road Rehabilitation Project in the Republic of Kiribati. ADB approved a 12ドル.0 million concessional loan (Loan 2718-KIR) in 2010 to support the rehabilitation of 27.5 kilometers (kms) of main, feeder, and access roads on the atoll of South Tarawa. The initiative aimed to improve connectivity, public health, and economic opportunity in one of the Pacific’s most densely populated and climate-vulnerable areas.

Project Performance Evaluation Report for the Multitranche Financing Facility to Georgia for the Sustainable Urban Transport Investment Program (MFF 0043; Loans 2655, 2879, 3063, 3273, and 3617)
ONGOING EVALUATION. ADB's Independent Evaluation Department (IED) will prepare a program performance evaluation report (PPER) to assess the Sustainable Urban Transport Investment Program in Georgia through a multitranche financing facility (MFF) approved in 2010. The MFF aimed to provide efficient, reliable, and affordable urban transport services in key cities to improve the urban environment, boost the local economy, and enhance living conditions. With 300ドル million in ADB financing and 94ドル.86 million from the Government of Georgia, the program was implemented across five tranches.

Project Performance Evaluation Report for Vietnam International Commercial Joint Stock Bank Supporting Small and Medium-Sized Enterprises and Improving Living Conditions Project (Loan 4049)
ONGOING EVALUATION. In March 2021, the Board of Directors of the ADB approved a senior unsecured A loan of up to 100ドル million and a B loan of up to 160ドル million to Vietnam International Commercial Joint Stock Bank (VIB). The loans were to support the underserved segments of small and medium enterprises (SMEs), including Women-owned or led SMEs (WSMEs), and to improve urban dwellers’ living conditions in Viet Nam. The project also included a TA grant of 500,000ドル from the Women Entrepreneurs Finance Initiative (We-Fi) to facilitate increased lending to WSMEs.

In September 2019, the Board of Directors of the Asian Development Bank (ADB) approved a senior secured loan of up to 60ドル million or its yuan equivalent to Maxwealth Financial Leasing Co., Ltd. (MWFL) in the PRC. The loan's objectives were two-fold: (i) to fund the construction, maintenance, and expansion of industrial and municipal wastewater treatment plants (WWTPs), and (ii) to facilitate the development and expansion of the financial leasing industry in the PRC.

Project Performance Evaluation Report for the People’s Republic of China: Shanghai SUS Environment Company Limited Eco-Industrial Park Waste-to-Energy Project
In 2018, the Asian Development Bank (ADB) Board of Directors approved a loan for the Eco-Industrial Park Waste to-Energy Project in the PRC, with a facility of 100ドル million equivalent, to Shanghai SUS Environment Company Limited (SUS). The funding was intended to finance a portfolio of WTE facilities within eco-industrial parks in the PRC. Eventually with partial loan cancellation, the proceeds were used to finance one large WTE project in Taiyuan. The project delivered outputs of 3,000 tons per day of waste management capacity and 80 megawatts of power-generating capacity.

The Asian Development Bank (ADB) approved the Port Vila Urban Development Project in 2011 to support sustained urban development in the capital. The project aimed to enhance roads, sanitation, hygiene, government capacity, and project management. In December 2016, ADB’s Board of Directors approved a major change in the project, mainly because of design flaws, reducing road and drainage work, and replacing the proposed biogas plant with a fecal sludge treatment system.

Project Performance Evaluation Report for Secondary Cities Development Project (Loan 3044-VIE)
ONGOING EVALUATION. Viet Nam had seen a shift in the economy from agriculture to industry and services, which already comprise 80% of the economy since 2005. The country faced development challenges related to the growing urbanization such as urban poverty and inequalities in income and access to basic services. For secondary cities, the main challenge was to sustain long-term development and create climate-resilient infrastructure, particularly in coastal and low-lying areas. In 2013, Asian Development Bank (ADB) approved a loan equivalent to 95ドル million for the Secondary Cities Development Project in Viet Nam.
