This page hosts requests for global permissions. To make a request, read the relevant policy (global rollback , global sysop , global rename , ...) and make a request below. Explain why membership is needed for that group, and detail prior experience or qualifications.

This is not a vote and any active Wikimedia editor may participate in the discussion.

Global rollback and global interface editor requests require no fewer than 5 days of discussion while abuse filter helper and maintainer requests require no fewer than 7 days. Global renamer and global sysop requests require no fewer than 2 weeks of discussion. For requests that are unlikely to pass under any circumstances, they may be closed by a steward without further discussion (after a reasonable amount of input).

Hello, after some concerns were raised about my experience as an admin, I have withdrawn my last request in April. I tried by best to gain more experience as an admin here at metawiki and I think I did not break anything or had major mistakes. As a global rollbacker with more than 1500 GSR reports, my focus is clearly on combating vandalism. I don't want to get involved in any content disputes with local projects. Unfortunately, as a GR, I find it unsatisfactory that clear LTAs sometimes are not being blocked quickly. As a meta admin, I do a lot in prevention through abuse filters, but I often need to see deleted edits for that as well. I recently became a GAFH so I can keep global filters synchronized with local ones. I would be very pleased if you could express your confidence in me to better combat vandalism in the future.   • Oppose Oppose Sorry, this does not give me much confidence that recently I've declined one of your request at GSR (diff), even though I am rarely active for quite some weeks, the declined request was against the global sysop policy and there’s no local policy mentioned to explicitly override the global policy. Which I think you still need to study about.     Thanks for your feedback Tanbiruzzaman. You're right when you say, that I did not double check that report hefore reporting to GSR. That does happen from time to time. Usually I recheck my reports once things have calmed down in the recent changes and withdraw my reports if there are enough locally active admins (e.g. diff diff). I understand the concern that I might be acting rashly in such a case and bypassing the local community. However, that's not the case. In my view, administrative actions require far more scrutiny than a report from a patroller. I certainly didn't intend to overridethe authority of the local admins with my report; I wasn't aware that enough local administrators were active at the time, and it unfortunately slipped my mind. I can assure you that, even as a GS, I would have done exactly what you did, since upon checking the report it would have been clear to me that enough local administrators were active.     I wasn't aware the same request had been declined before. If I had been, I most likely would've respected a fellow GS's decision and not acted on it, at least for a non-emergency request. At the same time, one GS declining a request doesn't mean another GS can't handle it if they think action is needed. In the end, it's up to each GS to use their own judgment. As for NDG re-reporting the user, I don't really see the issue. You declined the first report on 27 July, but the user was back vandalising afwiki on 28 July, and after NDG reported it at GSR, I blocked the user. While this isn't explicitly written in the policy, it's generally been the practice for GSs to act on GS wikis with more than three active admins in emergencies, or whenever they feel it's necessary to protect the project. If you look at the user's SUL, you'll see they were indeed a cross-wiki abuser who vandalised multiple projects, so I don't think opposing NDG for that reason really makes sense. I'd also point out that you've done the same on GS wikis with more than three active admins, and not just in emergencies. For example, you deleted some test pages on mswiki on 13 July when there were seven active admins, and you've also handled requests on afwiki when there were eight or nine local admins. I'm not bringing this up as a complaint or trying to single you out, just pointing out that this has been a fairly common practice. – DreamRimmer しかく 06:25, 5 August 2026 (UTC) reply
    Hello DR. I didn’t mean it. I'm not complaining, but as I cited about a diff where you've acted, thought it'll be good to mention that the diff I was citing you took action there (削除) where you acted was not right actually (削除ここまで). And I took action on the same wiki over a years ago, on that time it was following the gs policy. Yes I'm gonna say it a policy as it's included in GS page. About the mswiki, while there's no written policy page but the wiki was opted in over a discussion with local community to allow GSs when the wiki does not actually fall to the opt-in category by policy. 🪶-TΛNBIRUZZΛMΛN (💬) 06:51, 5 August 2026 (UTC) reply
    Sorry, but I'm having a hard time understanding your point. Some GS wikis have more local admins than the number normally required by the GS policy to qualify as a GS wiki, but they're still GS wikis because the community either decided to keep GS access after an opt-in discussion or chose to keep GS access after the number of local admins, which was previously below the threshold, increased. The whole point is that GSs can still help out when needed, especially in emergencies. In this case, the user was actively vandalising the wiki, so I stepped in.   • (削除) Weak oppose Based on the GSR report mentioned above. It's barely been a week since that was declined, and it's a wiki that is large enough to have bureaucrats. This is somewhat of a for now, and if you feel like you can clarify your thinking in reporting it to GSR, I'm not against reconsidering this. That said, what I do not feel is suitable for adminship is the confrontational behavior towards local administrators and community members on nlwiki. A global sysop should not be embroiled in conflict, and certainly should have a respectful tone towards the local community. I reaffirm my weak oppose, and would encourage the candidate to..hold off, for a bit. I'm not opposed permanently, and I likely would not oppose if the candidate can put some time between these incidents and demonstrate more collaborative conduct overall. But as much as I do not want to oppose, because I recognize NDG's work as good work, and I trust them, this is not consistent with the conduct expected of a global sysop.     Weak support While I have reservations in this, and I think the nlwiki concerns below are valid, I, hesitantly, think NDG will be a net positive. I sincerely hope that NDG proves my earlier concerns wrong and ends up as a civil and courteous global sysop. I am, extremely hesitantly, willing to chalk their prior actions up to mistakes.   • Strong oppose The behavior of this user on our local wiki while he was doing work with SW Viewer was questionable and users were met with very stubborn reactions while trying to explain our local guidelines. Reverting one of our sysops questions instead of responding to them is one example. I would not trust a user that showcases this kind of behavior with global admin rights.     Hello ContextCreator, I'm afraid I have to disagree with you in some points. I'm not interested in increasing any edit counts; it's all too time-consuming and exhausting for me just for raising some statistics. As I already wrote to you in a private chat that went unanswered, I live near the border. Of the languages ​​I haven't listed in my Babel profile, Dutch is the one I understand best. I live near the border, grew up in the border region (Belgium, Germany, and the Netherlands), and used to work in the Netherlands daily. My local wiki community is connected with some users of nlwiki. You're also aware that this is an escalated, personal conflict. After many conversations, both on and off wiki, and with some stewards, I reluctantly left nlwiki. The fact that I participated in an admin candidacy (Diff), which I have only done so far on dewiki, metawiki and simplewiki, should actually show what connection I have to nlwiki. I'm sorry for my last inappropriate reaction on nlwiki, but the matter is more compley than you have shown.     Despite multiple questions from users and local sysops regarding your edits and your inadequate knowledge of our language and local guidelines, you stubbornly continued your work. I have no idea what personal conflict you are talking about; as far as I know, this 'conflict' happened because of your editing pattern. Calling me 'partly involved' because I also spoke to you about your edits is strange. Trying to frame this situation as a 'conflict' to modify the intention honestly worries me even more. You say you don't care about your edit count, (削除) yet we could already predict several months ago that you would submit this application here, (削除ここまで) because you stubbornly kept editing despite multiple requests to stop until you understood how things worked over there. (削除) You were simply collecting edits on a different language version, because that is taken into account when applying as a global sysop. The way you collected them clearly didn't matter to you. (削除ここまで) Also, someone with this sarcastic tone is imo not someone you can trust with global sysop rights. And more of the same here, directed to one of our other local sysops. I rest my case.     Nlwiki is not a GS-wiki so there are no reports to GSR which can be considered if a candidate is suitable. It's not correct to say that my involvement in nlwiki was solely aimed at becoming a GS as quickly as possible. There are also 1.264 edits in frwiki. However, my French skills are limited to what I've learned in school. When we say that the way we communicated wasn’t ideal, that’s one thing. But I don’t think it’s right to assume I had any hidden agenda. There are projects I have a personal interest in. Nlwiki was one of them. I’m sorry it didn’t work out, and I’ve already accepted that.     I'm not going to vote because I feel like that would be unfair based on my limited knowledge about your crosswiki work (and the fact that GS has no effect on nlwiki). But I do want to note that what looks like to me as a lack of self-reflection is a big risk for yourself and your work. I understand your ambitions and I admire your spirit and energy to do something good for the project as a whole, but I do fear that you will run against a wall again. If you become a GS please always be open for local policies and local users feedback. It's not a shame if you do something wrong as long as you take it as an opportunity to learn and grow. Also, I noticed on the link above that the candidate sometimes replies on languages on projects where they do not speak it (if at all), as such languages were not indicated on their Babel proficiency.     @Codename Noreste I don't think I understand your comment. If a query regarding your actions is published on wikis in languages one doesn't speak it's still responsible to respond to them.     Yes, that is one of the concerns I raised about the candidate, because responding to a local community in a foreign language you don't speak or write (whether it is not indicated by their Babel) might give a false impression to local community members that you understand and write that foreign language (but you actually do not). From what I've seen, they've always taken feedback positively, worked on the concerns that were raised, and continued to improve.   • Oppose Oppose - I declined a speedy request based on local policy and changed it to a normal DR. When it got deleted afterwards, my action was questioned because of the outcome .   • Oppose Oppose - NDG was trying to help out with patrolling on my home wiki NLwiki, while not yet understanding that we ask of the patrollers to communicate with the users they patrol the edits of: explain why an edit was reverted, explain what to do better, explain where to ask for additional help or support. And we rarely ask for a block after a first revert. When alerted to this, they kept on doing their work while still not comprehensively understanding our community rules, and maybe also lacking the language skills to do it. They had the best intentions but need to know when to step back, specifically from a wiki where edit patrolling is already handled by the local community on a daily basis. Instead, there was frustration about their behavior from our local patrollers. NDG has to learn the limits of their own knowledge and skills first, before becoming a GS.   • Support Support. The issue raised by Tanbiruzzaman has been explained above. Given the number of requests submitted by NDG, I'd expect some to be not perfect. That's simply human. I've the impression that he's willing to learn and understand if he's confronted with problems. Regarding the issues on nlwiki, I'm simply not well enough informed to make a call on it. While I understand that NDG's tone is not always the best way to react to issues (something I already told him at some point), I see that he's doing much better now than at the beginning of the year. The edit count issue is something I can't understand at all. Contributions to large wikis like en, de, fr, nl etc. are surely good to gain experience about different projects and their rules, however, these projects are not the ones that really matter to become a gs. To summarise it, I think NDG is doing a great job fighting vandalism, LTAs, spam and the like on a large amount of small wikis. The additional tools would surely be helpful to to be more effective.     Thanks for the hint Leaderboard, I've fixed the link. Looking back, I understand why my actions there had that effect. I didn't intend to cause any trouble. I felt the communication was somewhat one-sided, and I'd been trying to address that since February. There was one incident where I was mentioned (see here). After that, there was some off-wiki communication, so I'd rather not go into too much detai. At times, I felt like people were talking about me instead of with me (for example, in the linked deletion discussion). I wouldn't repeat that approach. While this experience wasn't positive, it clearly demonstrated how different communities and projects can be and I've learned my lessons. NDG (talk) 11:19, 5 August 2026 (UTC) reply

    The reverted post on my talkpage wasn't a question, it was a request not to use English summaries and to use a welcome-template instead of the automated warnings through the SWViewer. I removed that as a read receipt but this was not appropriate and I already stated, that I am sorry for that. NDG (talk) 12:31, 5 August 2026 (UTC) reply

  • (削除) Oppose Oppose (削除ここまで) Regarding block requests, in my opinion, when it comes to ongoing vandalism, I tend to issue blocks even if there are enough admin. I recognize this as the role expected of GS, and I consider it an acceptable act unless explicitly rejected by the local community.
    However, the concerns regarding nlwiki lead me to oppose this. As stated above, NDG said it had removed it as a read receipt. But this contradicts best practices for talk pages on most wikis. Furthermore, after checking the talk pages and help pages on their home wiki, I couldn't find any indication that this is standard practice.

    No, not all of the reverted or roll-backed comments were clearly unconstructive comments (e.g. de:Spezial:Diff/260199553, de:Spezial:Diff/260619105, de:Spezial:Diff/260619551, de:Spezial:Diff/262121540, de:Spezial:Diff/265751585, de:Spezial:Diff/265751585 and de:Spezial:Diff/265342029). There are users on dewiki, which always revert or remove messages from their talkpages. I also did that in the past and It may be that other communities perceive this as impolite and I already stated that I feel sorry for that and won't repeat it. In June I Special:Diff/267967587 restored most of them from the revision history to have the bot archive them. Since then, I have distanced myself from my previous approach and now I only remove posts from some LTAs. NDG (talk) 08:35, 7 August 2026 (UTC) reply
    I missed that. My apologies. I understand that there is a unique style of managing talk pages on dewiki.
    I understand that you're acting differently now. One thing that caught my attention is: Are rollbacks used for valid edits on dewiki? If the linked post is a valid reply, it's being rollbacked without any comment on the question.

    You don't need to apologise. It is perfectly fine if you can't immediately find the details of a foreign-language project rule or help page. It is not easy with a project like dewiki, and you still managed to find the right page. I don't want to repeat myself, but Elphie didn't ask me a question that required an answer, but rather a request or demand (depending on how you look at it). I realised that my reaction had a high potential to be misunderstood and may came across as unfriendly. Personally, however, I would have considered completely ignoring it would have been even more unfriendly. That was one reason why I restored comments from 2005-2026 on my dewiki talkpage. Every small dispute taught me when to step back. But I've got many occasions to collaborate x-wiki which I really enjoyed (e.g. nlwiki, enwiki, euwiki1, euwiki2, euwiki 3, bgwiki, lawiki). My knowledge of the global projects helped me to resolve some wrong, unjustified, unneccesary or just old blocks of other dewiki and simplewiki users (e.g. ruwikt and respronse, idwiki, barwiki, gvwiki). I would be sad if the impression remains that I am a problematic user who wanted to increase his edit count to collect hats.     Based on the conversation above, I realize my initial thinking was incorrect, so I’m changing my vote to Weak support. I took into account the improvements being made, the fact that this is a recent development, and concerns about the tone.

They created a lot of trouble on nlwiki, a wiki that's not even their home wiki (nor is Dutch their native language), and did not show any interest in learning our rules, nor were they open to suggestions. Quite a lot of us on nlwiki were not at all happy about their work, including moderators and admins, but it didn't really seem to concern NDG. They simply refused to learn how we work.I did get an apology from them later, even admitting that they used (bad) machine translation. But while I accepted that apology and wish them well, I'm not yet fully confident that they have learned from their mistakes, as all of this was very recent.   • Support Support Removing a message as a read receipt is normal in some wikis and evidently NDG wasn't aware that this isn't standard everywhere. That's okay; mistakes happen. Other than that the nlwiki issues are concerning but not disqualifying, especially since it isn't a GS wiki. As for GSR, the 3-active-admin rule is just a default; it's overruled the moment there's local consensus on inclusion as a GS wiki, so requests to block vandals on GS wikis with more than 3 sysops are entirely appropriate and don't cause me any concern. You can apply for the IPBE of WikimediaCommons.
In addition, if you live in mainland China, you can directly access WikimediaCommons instead of using a network proxy. Because it is not within the blockade of GFW.

Global IP block exempt for Font8388608

Because of the Great Firewall, I have requested and been given the IPBE right on the Chinese Wikipedia. But as time passed, I have found that I am not goot at building an encyclopedia and only made tens of maintenance edits there. Therefore, my work has transitioned from making the said edits to translating pages into Chinese, fighting vandalism globally and creating entries on the Chinese Wiktionary.

In the past, the IP address I used to access all Wikimedia websites had not been blocked, but I have found that I cannot use this IP address to do this anymore. Though I can access Wikimedia websites except for Wikipedias without using an open proxy, fighting vandalism globally requires accessing Wikipedias and all the IP addresses I now can use to do that have been globally blocked. Also, I don't have a stable Internet connection when accessing the Chinese Wiktionary without using an open proxy.

I have understood Wikimedia policies and will use this permission only for constructive and legitimate editing activities.
