IPG-IEF Transitional Arrangements

The Investigation and Enforcement Framework (IEF) supersedes the previous Integrity Principles and Guidelines (IPG), except that the IPG will continue to apply as provided in these transitional arrangements.

The Investigation and Enforcement Framework (IEF) took effect on 21 October 2024 and superseded the previous Integrity Principles and Guidelines (2015) (IPG). The IPG, however, will continue to apply as provided in these transitional arrangements. The Integrity Enforcement Committee and Enforcement Appeals Committee act as the enforcement bodies in accordance with the applicable rules under these arrangements.

To address matters that are currently in progress, ADB issued the transitional arrangements to set out the approach for these matters as ADB transitions from the IPG to the IEF. The transitional arrangements set out whether the IPG or the IEF will apply, depending on the stage of a case. The IEF will apply to cases where no findings letters have been issued before 21 October 2024 and thus at a more preliminary stage when the IEF took effect. However, in cases where the findings letters were issued before 21 October 2024, the IPG will continue to apply.
