I'm blocked due to a global IP block placed over the AS of Netskope, a corporate security provider (see Steward_requests/Global/2021-06#Global_unblock_for_163.116.128.0/17 for previous discussions over the whole /17). I am from China, and all Wikimedia Foundation sites are blocked in my area, so I need to use a proxy to change an IP that can access the Wikimedia Foundation site, but the IP I changed is already on the Wikimedia Foundation site Banned in. I need to edit more Wikipedias besides Chinese Wikipedia, and I have asked in the official telegram group of Chinese Wikipedia that my IP is globally banned. Since I became an administrator here on Meta about two months ago, I found myself increasingly working with both local and global abuse filters, monitoring and editing/creating them. Having abusefilter-helper would allow me to view global (and, likely, related local) filter details from other wikis as well as help with filter issues on smaller wikis, such as this case on nawiki (with a public filter). I do admit that when creating filters, I sometimes forget to mark them as private and only notice this a couple minutes later, but I am trying to remember this, and since AFH only allows for viewing filters, it should not be a problem for this role. ~~~~

  @Billinghurst: This user seems like they're hat collecting (requesting patroller rights just after 20 or so edits). Even I myself, actually do some patrolling, have about 1000 edits here (although mostly translation from en to en-gb or simple en) still don't have rollback here.   I respectfully disagree, MXX8 isn't an active meta editor, but that should really not be a requirement since meta isn't usually the homewiki of editors. They just started editing relatively recently, but they are reasonably active on the English Wikipedia.   Being an active meta editor is not a requirement to !vote in discussions. Billinghurst, striking comments in this manner is relatively unheard of and very much not welcoming. And regardless of whether the comment is struck, the reviewing steward will assign weight relative to the given arguments, which as the posed argument is that a new and unexperienced editor doesn’t have any concerns with it, does not have much weight. In last year, per Steward_requests/Global_permissions/2020-07#Global_interface_admin_rights_for_User:Jayprakash12345, I was given the GIE for a year to work on Indic community issues. From the last year to till now, I only used this right for only Indic languages wikis as I promised. I actively maintained the log which can be seen here. My rights has been expired.
