The program has been developed by the Asian Development Bank with the International Institute for Environment and Development and the Huairou Commission. Financing partners include the Agence Française de Développement; Green Climate Fund; Nordic Development Fund; and the United Kingdom’s Foreign, Commonwealth, and Development Office.
