This paper presents an update on the proposed resource allocation framework for the Asian Development Fund (ADF) 13. It discusses the proposed introduction of a small island developing states (SIDS) Premium and a new concessional ordinary capital resources lending (COL) allocation framework. It also discusses an alternative funding scenario based on a proposed carry-over of unutilized resources from ADF 12 to ADF 13, and a resulting lower donor contribution under ADF 13 than under ADF 12.
