Regulation: Anomalous Site 199 is a highly-secret forbidden area of the imperial court, to which in order to enter or exit, one must have a decree from His Highness or an edict from the Chief Bureaucrat of Anomaly Surveillance. The martial officers guarding the entrances to this forbidden area have the right to execute first - report later.
Any anomalous details must be censored and removed from official historical record regarding Anomalous Site 199-2.. The tomb of Anomalous Site 199-2 shall be protected under the same regulation as Anomalous Site 199. All researches are prohibited, especially those concerning the genetics of Anomalous Site 199-2.
Only members of the imperial family, marquises, dukes, high-ranking officials, and those with special permission from His Highness are allowed to know about the importance of this Anomalous Site to our Imperial Lê Dynasty, along with the true identity of Anomalous Site 199-2.
Violators to this regulation must be decapitated on sight, then convicted of treason with three familial exterminations.
Portrayal: Anomalous Site 199, commonly known as the Nine Floors Tower, was constructed in the eighth year of Hồng Thuận era, and completed in the twelfth year of Hồng Thuận era.
The Anomalous Site itself is not only a divergence point to different timelines, but also an invariable archetype found throughout history. Due to His Highness' decree on restricting the research of multiversal worlds, the Bureau of Anomaly Surveillance has only confirmed three timelines with related events:

Other invariable archetypes that is similar to Anomalous Site 199 could be found in all multiversal worlds, with their common trait being that they all link to the survival of a dynasty, and would end such dynasty's prosperity should they ever be destroyed or completed late.
For our world, because the Imperial Lê Dynasty has united the globe and the Bureau of Anomaly Surveillance is the only group to counter anomalous phenomena that still exists, if the Nine Floors Tower ever get destoyed, the subsequent causal chains may lead to a "Time and Space Completed Destruction" scenario.
Anomalous Site 199-2 is the Naval Grand Duke Vũ Dương, a high-ranking official in the early days of Heavenly Emperor Tương Dực's era. He is one of the most excellent individuals in history, known for assisting the emperor and laying the modern foundation for the prosperity of the Imperial Lê Dynasty. His official biography states that he was born and raised in Cẩm Giàng District, Hải Dương Prefecture.
According to the Bureau of Anomaly Surveillance's documents, Vũ Dương was found in a boat-shaped metal object. Vũ Dương and all related artifacts were immediately confiscated by the Bureau, while all of the witnesses were executed. He was then admitted as a Bureau's member and a servant of the imperial court.
Anomalous Site 199-2 demonstrated a profound knowledge beyond the era, both the normal and paranormal ones. Because of such, he was quickly promoted as the Chief Bureaucrat of Anomaly Surveillance, as well as the Grand Preceptor and the Ministry of Public Works. His other notable contributions include providing the knowledge of construction that is far ahead of its time to speed up the progress of building the Nine Floors Tower, helping Heavenly Emperor Tương Dực achieve immortality, and laying the foundation for an anomalous arms industry.
At the age of 65, Anomalous Site 199-2 was executed right inside the Nine Floors Tower personally by Heavenly Emperor Tương Dực. As there were no surviving witnesses, the reason for such action has remained unclear. Regulation and a prohibition on genetic research concerning Anomalous Site 199-2 were issued soon after.
Decree from the Heavenly Emperor:
Recently, the Chief Bureaucrat reported to me that there are some false rumours spreading around in the Bureau of Anomaly Surveillance. What is the true nature of Anomalous Site 199? Does our Imperial Lê Dynasty have to rely on it to achieve this prosperity? Naval Grand Duke Vũ Dương had great contributions, how come he not allowed to enjoy eternal glory as I am? Why was his origin erased, why did he received death by my own hand?
Such are the words of traitors, and the Chief Bureaucrat had requested me to decapitate all members to set examples. But since my heavenly kindness is large as all rivers, and the Bureau's contribution is also vast as the sea. I the emperor pardon thee all, and issue this decree to correct thy minds.
Among the multiversal worlds, there is a timeline called "Fire-Rat" by the Bureau. There, the Imperial Lê Dynasty had ended, our country fell into constant wars for hundreds of years, can thy loyalty and patriotism remain halcyon after this? Thousands of anomalous events and phenomena that could have been used to help the people, all seized and hidden by The Foundation bandit, mankind there have ears yet are deaf, have eyes yet are blind, can that even be considered the supposed way of nature?
Emperor Tương Dực of former times, arrogant and full of self, wanted to use the knowledge of Naval Grand Duke for his own gain, and enslave all lives. I killed Vũ Dương, severing ties with all that knowledge, and with my former character.
Now, the world has united under the imperial banner of the Lê Dynasty, and people everywhere enjoy the peace and prosperity we have brought. The Heaven sends no more disaster, and the Earth breeds no more disease. If all of thee hast use some senses, and come to understand that our dynasty relies on this Anomalous Site to last for millenniums of springs, then should we or should we not?

During a tomb renovation for the Thanh Minh Festival in the 505th year of Hồng Thuận era, Naval Grand Duke Vũ Dương's body was found to have disappeared mysteriously despite implementing the strictest security measure. Heavenly Emperor Tương Dực had executed the martial officers guarding Anomalous Site 199 for their irresponsibility, and declared that the searching for this body shall be prioritize above all.
