Requests for global IP block exemption
Global IP Block Exempt for איש הישראלי
- Global user: איש הישראלי (edits (alt) • CA • global groups • crossactivity • verify 2FA )
Per UTRS #79230 --DeltaQuadBot (talk) 07:00, 28 September 2023 (UTC)
- The appeal is claiming that there is a bad block, the fix for this is to contest the block, not to become exempt from the block. Will note UTRS. — xaosflux Talk 20:01, 1 November 2023 (UTC)

Global IP block exempt for Huggums537
- Global user: Huggums537 (edits (alt) • CA • global groups • crossactivity • verify 2FA )
Hello. I was finally granted the exemption on my local enWiki, and I had also previously requested here, but the request here went dormant due to the long backlog at my local Wiki. My request here was dependent on getting approval on my local Wiki. I'm resubmitting my request here on the same premise as the previous request. Thanks. Huggums537 (talk) 12:15, 14 August 2023 (UTC)
I think it might also be a good idea to ping @Base and Vermont: since they participated in the previous request. Thanks. Huggums537 (talk) 20:12, 14 August 2023 (UTC)
I guess I should add that there have been no changes since the previous request. I still travel for work on public wifi with the same concerns for security and privacy mentioned in the previous request. Thanks. Huggums537 (talk) 06:49, 16 August 2023 (UTC)
I noticed this hasn't been answered in a very long while. Am I not allowed to make a new request based on a previous request by simply linking to the previous request if nothing has changed? Try pinging @Base and Vermont: again in case the first ping did not work. Huggums537 (talk) 17:00, 19 October 2023 (UTC)
- Done, granted temporary until 22:59, 12 August 2024 (the same time when your enwiki rights expire). --Base (talk) 00:51, 10 November 2023 (UTC)
- @Base, thanks very much. It seems I can now edit commons, but not this page without being "proxy blocked". Is the global exemption not truly global? Huggums537 (talk) 02:39, 10 November 2023 (UTC)
- @Huggums537, it isn't. It exempts you from global IP blocks, but if there is a local block in place you need a local IPBE flag too. It is interesting that you experience a block on Meta though. Global IP blocks aren't working on Meta, so there must be a local IP block here I guess. Base (talk) 02:48, 10 November 2023 (UTC)
- Yeah, I just checked a few wikimedia sister sites like wikiquotes, wiktionary, and wikisources. I'm able to access all of them so it seems to be only affecting Meta. I guess I can live with that, but would prefer if I could come here and do requests under protection even though I don't edit Meta much at all. Thanks for the rest of it at any rate. Huggums537 (talk) 02:52, 10 November 2023 (UTC)

Global IP block exempt for Saschaporsche
- Global user: Saschaporsche (edits (alt) • CA • global groups • crossactivity • verify 2FA )
I can't edit Commons anymore since my IP: 2A09:BAC0:0:0:0:0:0:0/29 is an open proxy. I'm severely hampered by this. I am a long time contributor on NL and EN wikipedia. On NL wikipedia i have an IP exempt. I would really like to be able to work on Commons again. Kind regards --Saschaporsche (talk) 09:23, 1 November 2023 (UTC)
- Question Question: @Saschaporsche If you have local problems on commons, why don't you apply for a local c:Commons:IP block exemption? TenWhile6 (talk | SWMT) 09:33, 1 November 2023 (UTC)
- Dear User:TenWhile6, thanks for reacting so quickly. I've tried to request a Commons IP block exemption, however the procedure directs me to put a IP block request on my talk page as part of an unblock request. But at the moment i can't edit my commons talk page because of the block.......
- Hopefully somebody is able to help me with this. This is a bit of a nightmare to find the correct way to get out of this situation. Kind regards Saschaporsche (talk) 09:44, 1 November 2023 (UTC)
- @Saschaporsche you’re editing under an open proxy, so (as I can see) the local policy advises you to send an E-Mail to info-commons@wikimedia.org. TenWhile6 (talk | SWMT) 09:57, 1 November 2023 (UTC)
- Dear User:TenWhile6, i found out today that i'm blocked on all wikipedia's now (except the Dutch wikipedia where i have an IP exempt). Could somebody please give me the global Ip exempt since it is not only Commons where this applies. I do understand that more users have gotten an IP exempt because their provider uses this open proxy. Kind regards Saschaporsche (talk) 13:31, 1 November 2023 (UTC)
- Okay, lets wait for the stewards. TenWhile6 (talk | SWMT) 13:44, 1 November 2023 (UTC)

Per UTRS #77815 --DeltaQuadBot (talk) 12:00, 24 August 2023 (UTC)
Is there an update on this? UTRS has seen no changes yet AmandaNP apparently tried to change blocks of the relevant IP range. https://meta.wikimedia.org/wiki/Special:GlobalBlockList?ip=154.49.0.0%2F16
For context: The IP range of a /16 subnet was moved to a German ISP blocking every customer that receives an IP from this subnet.

I am affected by the Global block of the IP range 185.104.138.0/24, which is used by the german railway services. I am frequently traveling in european trains and would like to re-obtain the possibility to edit while traveling. Global IP block exempt for Dustfreeworld
- Global user: Dustfreeworld (edits (alt) • CA • global groups • crossactivity • verify 2FA )
I cannot edit any page anymore even though I’ve logged in. I’m the main contributor of the page Coco Lee but can’t edit it now. Please help, thanks! --Dustfreeworld (talk) 22:58, 2 September 2023 (UTC)
- Hi there just a bit more information. I don’t have broadband access at home and I mostly edit on mobile (4G). I don’t use proxies. There might be once or twice that I forgot to log in and edited as IPs, but all other edits were made as a logged-in user.
- And now that I can’t edit anymore (except here at meta), should I try using public Wi-Fi? Would that affect my request here? That’s very inconvenient anyway, because I’m not sure which public wifi would work, and that means I can’t edit at home...
- Thanks again. Dustfreeworld (talk) 11:29, 3 September 2023 (UTC)
- We would need to know more about what block is affecting you. If you wish not to disclose your IP, please use UTRS for accounts. -- Amanda (she/her) 13:51, 3 September 2023 (UTC)
- Thanks for the reply. I think this is the block that affect me:
- [1]
- I’ve posted at UTRS as instructed, I can’t find it’s link to my appeal to post here though. Dustfreeworld (talk) 15:00, 3 September 2023 (UTC)
- @Dustfreeworld: I don't see any blocks that affect accounts. They only affect you logged out. -- Amanda (she/her) 15:48, 23 October 2023 (UTC)
- Yes that global block I mentioned above doesn’t affect me anymore on English Wikipedia now (when logged in). It did affect me previously. It seems that the block was modified on 4 Sep after my post above, please see: [2]. On a side note, I never have access to the Wikipedia Library even when logged in. Also, I can never edit the Chinese Wikipedia (no matter logged in or logged out); there seems to be more than one/two blocks over my IP range. Thanks again for the help :) Dustfreeworld (talk) 09:16, 2 November 2023 (UTC)
- FYI, these local blocks (English Wikipedia), anon. only, which affected my IP range seemed to have expired recently on 28 Oct. So now only the block from Chinese Wikipedia and the modified global block are acting on my IP range. I’m not sure I understand fully the differences between the different blocks. It looks complex to me. But I’m fine now as long as I can edit the English Wikipedia :) I’m not keen on editing the Chinese Wikipedia, though it would also be great if I can help translating some articles. And access to the Wikipedia Library is of course a plus. Dustfreeworld (talk) 16:51, 3 November 2023 (UTC)
- BTW I tried editing a page on the Chinese Wikipedia and this is the block ID: #370824 . Dustfreeworld (talk) 17:01, 3 November 2023 (UTC)
- Do please note that global IPBEs do not exempt you from local blocks (see zh:WP:GIPBE). You will have to apply for local IPBEs to edit on enwiki and zhwiki if your IP address is locally blocked there. Luciferian Thomas 02:58, 15 November 2023 (UTC)
- Hi LuciferianThomas, sorry for the late, and thanks so much for the useful information! Yes, global IPBEs probably won’t exempt me from local blocks. But I’m still confused, and don’t know which exempt I need in order to access the Wikipedia Library and the translation tools. And the exempt needed for translating from English to Chinese and that needed for translating from Chinese to English may be different as well (well I do notice that the global block seems to be expiring in a few days, hope things will get better by then). I think I may not be applying for the local exempts in the near future given the time and hassles it takes...
- On a side note, IMHO blocks do have a profound effect on the long-term development and the balance in user-constituent of the encyclopaedia. Even an extended confirmed user like me would find the blocks somewhat annoying, I wonder if newer/potential users will have enough motivation to apply for those exempts. In short, they will just leave. While I do believe there are much security reasons for those blocks, I’m still concerned...
- Anyway, thanks again for the help, and sorry for the grumbling :)) Dustfreeworld (talk) 07:47, 28 November 2023 (UTC)

- Not done Your recent edits show that you have been able to contribute. @Dustfreeworld for translating using the content translation tool you will need at least to not be blocked on the project you are translating to. If you want to edit on enwiki and zhwiki, while using an IP that those projects have blocked, you will need to ask each of those projects to exempt you from their blocks locally. Your TWL is being blocked because you are blocked on arwiki; you would need to appeal your local block with arwiki - or file a manual exemption request with TWL. Short summary: there are 3 local things you need to deal with. — xaosflux Talk 10:42, 28 November 2023 (UTC)
- Hi Xaosflux, thanks for the reply. That’s very kind of you :)
- Oh, sounds like being able to edit Wikipedia (in the place I live) is like gold dust. As to arwiki, I have never edited there. Perhaps I had clicked on some of their links once or twice. And it seems that there’s an automated bot sending (welcoming?) message to me and then I was blocked. Perhaps it’s because of my username? I’m sorry that I forgot that there are places like deserts that have a lot of not-that-harmful natural dust. I have never been to a desert for my whole life... Maybe I should change my name to something like "Lessdustworld" or "Worldfreefromharmfuldust"? Ah... let me think about it...
- 3 local things I need to deal with, perhaps not now then, I’d better "let it be". I’m so busy dealing with the "usual wiki fights" ... (and I don’t speak the language of arwiki)
- Again, thanks all for the help! Dustfreeworld (talk) 11:47, 28 November 2023 (UTC)
- Roughly translated arwiki has you blocked because of your username - you'd have to ask them why. — xaosflux Talk 13:46, 28 November 2023 (UTC)

- I will still keep the oppose. They clearly need more experience. Many projects expect rollbackers to act in a more competent manner. For instance, if someone were to request RB without a statement on my homewiki, it's unlikely to be approved. - Oppose Oppose to Strong oppose I was not at all impressed by the lack of nomination statement right up until an oppose vote was made over it. I get there's not much to put in nomination statements for GR, and GR shouldn't be a huge deal, but giving no reason at all gives me the impression that you just expect to be given the right on request. And unfortunately, most of what I have been seeing from this editor is just edit warring with LTAs, which is not the experience I'm after – global rollback exists to clear up vandalism, not flood page histories with edit warring. --Ferien (talk) 18:48, 31 October 2023 (UTC)
- Comment Comment to @Ferien: due to my first and only declined request in which many have decided to oppose, I've learned that I shouldn't edit war or otherwise disrupt to revert so much cross-wiki vandalism, and I'm in the middle ground between support (Leonidlednev is a trusted user) and oppose (their edit count might be somewhat low than expected, which is around 15,000 edits or more to all Wikimedia projects). 64andtim (talk to me) 20:15, 31 October 2023 (UTC)
- Edit warring on its own is a problem but if they have stopped doing it, then it's not an issue. In this case it seems they have been doing it despite being asked to stop, which again demonstrates a lack of communication per BRP above. --Ferien (talk) 08:33, 1 November 2023 (UTC)
- About that for example, if you see a cross-wiki IP that makes many edits to a page including the same page on many wikis, and you revert no more than three times, then does that mean you're not edit warring? I was making sure that if I do another GR request, the community would trust me as I wouldn't abuse the tool. And I review the abuse log on Meta for possible vandalism on various wikis. 64andtim (talk to me) 15:47, 1 November 2023 (UTC)

- Neutral Neutral [3] Rollbacks are useless with this goofball , without countermeasures like changes to abuse filters, blocks or protects. I have repeatedly seen that you have led editwars on different pages and projekts, olthough you did not have the ability to take countermeasures. - The ability to quickly undo drive-by vandalism is pretty useful given my experience. I can see how it'd feel less useful when one of the billion LTAs here loads up a proxy list and starts rapidly editing, but being able to instantly revert their edits in one action isn't useless. Deauthorized (talk) 02:19, 1 November 2023 (UTC)
- If you revert the same thing 8, 9, 10 times in a row rapidly, it is certainly useless. Your edits end up flooding recent changes and the history of the page. And when you're dealing with revdellable/oversightable revisions on small wikis, by doing this you're actually causing more damage than doing good. --Ferien (talk) 08:50, 1 November 2023 (UTC)
- About the "revdellable" thing, that may include some specific IPs that likes to post on talk pages something related to Stalin, and when someone reverts it, the IP reverts it and posts harmful edit summaries, and instead I believe that someone should only revert it once or twice (not four or seven times in the same page) and deny recognition, waiting for an admin or steward to handle the IP. 64andtim (talk to me) 15:54, 1 November 2023 (UTC)

- Support Support I don't see problems with the short statement in this case, even if in general I don't like it and probably it's better to specify clearly the reasons why someone asks for a flag (also to introduce yourself if some users don't know you), because I think that, in this case, the user's activity speaks more. I noticed that this lack of verbosity doesn't seem, at least to me, to be a lack of communication skills and I remember (as BRPever already said) that it's essential, when acting on multiple projects, to have the ability to communicate properly and accept advice or criticism. Regarding the issue of edit wars with vandals, I've always said that we, as global patrollers, need to understand when it's time to report and leave the vandal alone, however in this case I don't see it as an obstacle to the GR flag. I've noticed that even some users who are already GRs engage in edit wars with the LTAs, I repeat, the skill in my opinion is to understand when the reverts are exaggerated, so as not to clog up the history and the RC, and wait for a block (during the patrolling we don't have to think about number of edits or statistics that count for absolutely nothing on wiki - so compulsively reversing a compulsive LTA does not provide greater experience). Leonidlednev seems a good patroller to me and I don't think they will have any problems in understanding this! The flag can only be useful to their activity imho and that's why I fully support the request. For me the benefits outweigh the doubts. I hope that, if the flag is granted, Leonidlednev would pay attention to the comments that have arisen here and I'm sure they would never abuse the flags! If, instead, there will be no consensus for the flag, I hope that Leonidlednev will take advantage of the opinions that have emerged, and continue to work, improving themselves thanks to the advice, and then they can ask for the flag again after some months --Superpes15 (talk) 09:44, 1 November 2023 (UTC)

Global rollback for Guycn2
- Global user: Guycn2 (edits (alt) • CA • global groups • crossactivity • verify 2FA )

Hello Stewards,
I would like to request global rollback permissions on Wikimedia wikis.
My contribution to Wikimedia projects frequently involves combating cross-wiki spam and abuse. I often perform mass vandalism reverts across a multitude of WMF wikis, including smaller ones. However, the current process of using the standard "undo" feature or even manually restoring previous revisions (when the vandal makes multiple consecutive edits to a page, which is often the case with global vandals) can be notably cumbersome, particularly when dealing with persistent global spammers who make tons of edits within a very short time. What's more, on some wikis CAPTCHA gets in the way, delaying the revert process even more.
With over a decade of extensive experience on Wikimedia wikis, I possess a deep understanding and familiarity with both the policy and technical aspects of the projects. I previously held sysop permissions on three WMF wikis, which I voluntarily relinquished two years ago due to time constraints.
Global rollback permissions would help me revert cross-wiki vandalism more efficiently and quickly.
Thanks in advance, Guycn2 (talk) 21:26, 11 November 2023 (UTC)

Hello, I'm actively volunteering with the SWMT to combat cross-wiki vandalism. While I currently utilize the undo button to address instances of vandalism across various projects, its effectiveness diminishes in cases of multiple edit vandalism. Hence, I am seeking access to the global rollback tool to enhance my capabilities in anti-vandalism efforts. I understand the importance of using this tool judiciously and commit to doing so. Drawing from my experience on En Wiki and Ks Wiki, I am confident in navigating its usage responsibly. I pledge to adhere strictly to the guidelines outlined in the Global rollback policy, recognizing that any misuse may lead to the revocation of these rights and, in severe cases, result in a block. Thankyou. signed, 511KeV (talk) 17:54, 13 November 2023 (UTC)

- I've seen the candidate around, but looking at their crossactivity, they only seem to have resumed their cross-wiki efforts this month. I'd suggest they continue patrolling for some more 2 – 3 months to gain some additional experience with the various wikis, after which I'd probably be willing to support. ~~~~

- Done There's enough community consensus and there was no opposition. I'm confident that @511KeV: will make good use of the flag, despite their not huge crosswiki experience, so I recommend that they be even more careful when using the global rollback rights at first. But in any case there are absolutely no issues! Congratulations! --Superpes15 (talk) 23:05, 19 November 2023 (UTC)

Requests for global sysop permissions
Global sysop for LR0725
- Global user: LR0725 (edits (alt) • CA • global groups • crossactivity • verify 2FA )
- Not ending before 22 November 2023 05:54 UTC
Hello, I am here to request global sysop permission. I'm now working for global rollbacker, Korean Wikipedia sysop, and Korean Wikisource sysop. When dealing with many LTAs, I feel that I need to block that LTA accounts or IPs or protect pages on small wikis, which are vulnerable for vandalism especially.
Also, I am patrolling all the other Korean Wikimedia projects (wiktionary, wikiquote, wikibooks, and wikinews) regularly, and LTAs at Korean Wikipedia sometimes make vandalism on other projects, too. There is 1 sysop for each projects, but kowiktionary doesn't have any sysop currently. It is hard to create appropriate admin vote as there is no active user now, so I want to patrol small wikis and Korean Wikimedia projects by gaining global sysop permission. Thanks for your consideration!
You can see my works as sysop if you want: kowiki, kowikisource. --LR0725 ( Talk / Contribs ) 05:55, 8 November 2023 (UTC)

Also, I recalled that couple of your deletion requests concerning other wikis were declined. Citing message from Sotiale to you: "Global activities may be more unwritten than those carved in stone. So it is not easy and will take a lot of time.", I think you need a bit more time.--reNVoy (user talk) 15:49, 17 November 2023 (UTC)
