Item #: SCP-ES-278

Object Class: Euclid

Special Containment Procedures: All diplomatic relations created during 2002 in conjunction with SCP-DE-278-A's government are to be stored in the Zone-42 archive. Additionally, personnel belonging to Zone-42 are to be kept up-to-date regarding current issues and events occurring within SCP-DE-278-A. Any attempt to attack facility personnel will be responded to by Mobile Task Force Theta-00 ("Ein Geteiltes Haus") following the procedures set forth orally in Article 3 of the Foundation Clauses.

In the event that a researcher is moved into SCP-DE-278-A, they are to be informed of the socio-cultural characteristics of SCP-DE-278-A, as well as its functioning. The reading of this document is therefore essential for the personnel who are on the move.

Description: SCP-ES-278 is the assignment given to a pocket dimension whose natural entrances are located in the Reichstag Building in Berlin, Germany, in the vicinity of Mount Mihara on Izu Ōshima Island, Japan, and one found in the National Museum of Bosnia and Herzegovina. SCP-ES-278 responds to the day and night cycles corresponding to the Eastern European time zone as well as the passing of the seasons typical of that area.

All entrances, located on Mount Mihara, the Reichstag, and the National Museum respectively, allow entry to SCP-ES-278 when used. These entrances are presented as the façade of a hangar, with a height of four hundred meters and a width of two hundred meters, adapted so that any transport or heavy machinery can enter. The method of operation of the inputs is so far unknown, however it is hypothesized that some additional anomaly is involved. The method of operation of the inputs is so far unknown, however it is hypothesized that some additional anomaly is involved. Similarly, the exterior entry mechanisms are damaged, while those inside SCP-ES-278 are known to be in working order, as well as in the custody of local authorities.

Inside SCP-ES-278 is a human settlement of German-Japanese origin, which is designated SCP-ES-278-A. Subsequent reconnaissance leading to information gathering at local institutions found that SCP-ES-278's expanse area totaled 550 km2. It has expanded since then and is currently 621 km2. Likewise, in the distance, the presence of large facilities can be seen in SCP-ES-278, which were later discovered to belong to GRU Division "P".

DOCUMENTARY NOTE

The following annexes consist of a compilation of machine translations of local material. The appropriate language code (-DE-) will be used in these.

Addendum A: History & Discovery

During the visits given by the ambassadors of the Kingdom of Prussia and Japan during the 1860s, there were several cultural rapprochements on the part of both entities, obtaining extremely active diplomatic relations that consequently formed a closeness between both states. This led to the creation of the IJAMEA in 1888 to create a joint project by both the IJAMEA and the paranormal section of the Prussian Secret Police, known as the Fortgeschritten Projekt.

Sten_Gun_Production_in_Britain%2C_1943_D12333.jpg

Fig. 1.1: SCP-DE-278-A circa 1909, The Arms House building, now Abehen University.

The initial objective of the project was to strengthen the already established relations, as well as to accelerate the process of socio-cultural-economic (as well as anomalous) modernization that would characterize the Meijing Era in Japan. Due to the location of both entrances to SCP-DE-278 in the Mount Mihara and the Reichstag building, it is speculated that it would in turn function as a form of trade enhancement in the anomalous realm. During the initial phases of SCP-DE-278-A development, these objectives were successfully maintained.

The settlement continued to grow rapidly through the deterioration of diplomatic relations between Germany and Japan, until the abrupt end of the friendly terms between the two countries after 1909. The mixed governance of SCP-DE-278-A remained until 1913, with the cancellation of a variety of treaties supporting the eastern supply routes. For a single day, the eastern entrance to SCP-DE-278-A on Mount Mihara was completely shut down, leading to the apparent abandonment of the Japanese residents of the settlement by the Empire.

reichstag.jpg

Fig. 1.2: Ruins of the Reichstag Building, Berlin, 1943.

It is speculated that the closure of the eastern entrance was a move prior to Japan's entry into World War I, declaring war on the Triple Alliance of the German Empire, the Kingdom of Italy, and the Austro-Hungarian Empire. With the end of diplomatic relations, SCP-DE-278-A was gradually converted into an experimental weapons factory.

The Fortgeschritten Projekt continued under the German alliance with Austria-Hungary and Italy, associating it with a population influx from both regions to the settlement, partially displacing the original Japanese population. In addition, to save transportation costs, a third entrance was opened under the building of the current National Museum of Bosnia and Herzegovina. The considerable increase in population was dented after the departure of the Kingdom of Italy from the Triple Alliance and its change of sides in the war, resulting in the execution of a significant proportion of the Italian population.

Following the German defeat in 1918 and the signing of the Treaty of Versailles, SCP-DE-278-A remained largely unaffected by the ensuing economic crisis. However, the lack of supplies and repeated refusal by the government of the Republic of Weimar to fill these shortcomings caused a massive local movement of anomalous investigation. This movement, making use of the equipment and discoveries made throughout the settlement's permanence as a military center, devoted itself to supplementing the conventional supply to meet those needs missing throughout the inter-war period in Europe.

However, due to the fire in the Reichstag on 27 February 1933 by the leader of the Nazi Party, the entrance to SCP-DE-278-A was rendered inoperable, which led to its isolation until 1943. while organizations such as the GESTAPO were fully aware of the existence of SCP-DE-278-A, it was known that some original project researchers were of Jewish origin. This led to the rejection of the project. However, during 1943, due to the difficulties that Germany was beginning to have in World War II, the project was resumed.

Notably, the settlement population would maintain fidelity to the Weimar Republic for an extended period from the cessation of contact. However, it declared itself a city-state a few months after the fire, initiating a period of cultural independence and preserving cultural idiosyncrasies of the German people that would otherwise have been lost during Nazi rule. On the other hand, SCP-DE-278-A's construction of an identity of its own is observed during this period that reflects a generalized identity as members of the German people, becoming apparent in the gradual reintegration of the Italian population, previously in tension with the German population due to the events of World War I.

Contact would be resumed in 1943 in a manner similar to SCP-DE-278-A'S function during World War I, making use of its capabilities as a laboratory and military factory, due to the rapid deterioration of the German military position during World War II. New local relations with the were characterized by constant tension, produced in large part by the introduction of policies of racial division.

[...] Our people, although heterogeneous in comparison with that of the Great Empire and different in certain guises, still retain their duties with the flag of Germany. By right and due, we are as German as the purest Berliner. However, the nationalists do not see us with such eyes. To them we are not heirs of the Reich of the Kaiser, who is our father as of the greatness of the Empire, but the unfortunate detritus of a more permissive past, the poison that is raised within.

The only reason left to coexist with the Great Empire would be and is, then, to share the same homeland; but nothing more.

Matthias Hoffmeister, in the newspaper "The Hungry Elf".

On April 16, 1945, during the surrender of Germany and the beginning of its partial integration into the USSR, the western entrance to SCP-DE-278-A was granted to the Red Army of Workers and Peasants, in particular elements of GRU "P" Division. They settled in SCP-DE-278-A, in order to investigate its anomalous industry and the mechanisms behind its creation. The exact nature of their activities continues to be investigated to this day, finding significant difficulties regarding the absence of conclusive records and no access by native residents to GRU "P" buildings.

[BEGIN LOG]

(Amaro Mondragón can be seen standing, in Doctor Lucie's office, observing the historical essays on SCP-DE-278-A on the bookshelf. On the other hand, Klinghoffer is expectant, maintaining a noticeable smile.)

Dr. Amaro Mondragón: So, with regard to the Soviets, how did the locals take the matter? I mean, having been German for several decades and then the Russians came to your house must have felt like a blow, it must have been a bad situation for the city. I wouldn't be surprised if there was a short civil war or something like that.

Dr. Lucie Klinghoffer: Naturally there was tension, doctor, so much so that some groups tried to plan some coup d'état, but they came to nothing. Most of the members who tried to do so went into self-exile.

(Amaro Mondragón addresses Dr. Lucie entirely.)

Dr. Amaro Mondragón: Public executions?

Dr. Lucie Klinghoffer: Indeed.

Dr. Amaro Mondragón: It makes sense, it's a story that never really changes. However, from the way he details it, it seems that there were rather few revolts. Was there a reason for this?

Dr. Lucie Klinghoffer: Butai was small at that time, quite, not half of what it is now. However, this led to the advantage that the system imposed by Stalin was not a problem for us; We were already working and studying non-stop at that time with hardly any real remuneration for it.

Dr. Amaro Mondragón: Nothing more beautiful than being exploited by your homeland.

(Dr. Amaro Mondragón laughs a little. Dr. Lucie Klinghoffer nods.)

Dr. Lucie Klinghoffer: He must understand that at that time-

Dr. Amaro Mondragón: It was a joke, doctor, you must know as much as I do that history has to be taken with a certain humor sometimes, since in itself, it's bitter. However, keep going.

Dr. Lucie Klinghoffer: Oh, (Pause.) Well, at that time Butai, when the Soviets came and planted the mega-structures that you probably saw on the way here in the New Town, they didn't do much, they established loyalty to Stalin and the basics, but they didn't really want to play anymore, which is really confusing if you look at what they did in the rest of the conquered countries.

Dr. Amaro Mondragón: Butai was something new to them I guess, keep in mind that the "P" Division of the GRU used to be cautious on clearly big issues, especially when it was from Germany. They may have preferred not to play much and investigate.

Dr. Lucie Klinghoffer: That is the most accepted theory, yes.

(Mondragon nods, then sits down in the chair in front of Klinghoffer's desk.)

Dr. Lucie Klinghoffer: I guess you're doing something similar anyway, aren't you?

(Pause. Amaro Mondragón remains static for a few moments.)

Dr. Amaro Mondragón: Indeed, only that, in a less invasive way if possible, we want to be here more than anything else to make sure that nothing gets out of control. I wouldn't say we're archangels or anything like that, but, in general, that's what it is.

Dr. Lucie Klinghoffer: It sounds ambiguous enough that it doesn't convince me. Listen, if your organization is looking to get some kind of power over the city we want to tell you that we only serve Germany; be communists, be the few anarchists there are, be Japanese, meat, mechanisms and whatever.

(Dr. Amaro laughs for seven seconds, after which his laughter gradually subsides.)

Dr. Amaro Mondragón: Miss Klinghoffer, I may not be German, but my organization is, and it is now arguably the strongest defense of the anomalous in the country. In a way, we have the same goal, to protect Germany, maybe in different and different ways, but it's the same thing. With that as a basis, I can assure you that you need not fear us.

Dr. Amaro Mondragón: Even if you don't want to believe me, that's okay. I thank you for your time and agreeing to the interview has been a great help.

(Lucie Klinghoffer watches Amaro Mondragón without looking away for 5 seconds. Then Amaro nods and rises from his chair.)

Dr. Lucie Klinghoffer: No, don't go. Knowing that even though I am not German it is useful for the Germans in such a firm way reassures me, take some books, if you want I can give you my essays if necessary, will you establish some kind of representative here?

(Amaro Mondragón smiles a little for a few seconds. Returns to his seat.)

Dr. Amaro Mondragón: It is possible, in which case I will personally let you know, do not worry.

[END LOG]

Presently, the structures created by the USSR are still in good condition. Proposals to use them for possible settlements by the Foundation are currently under debate.

As of the date of writing, the construction of Zone-42 has been completed. Foundation-Butai relations are in a positive development, however, some groups actively reject the presence of it in SCP-DE-278-A. The relevant personnel are currently installed.

Addendum B: Organization & Architecture

SCP-DE-278-A is fundamentally divided into two segments. The first is the so-called Old Town, center of the oldest structures in the city, as well as a large part of its historical heritage in the period from 1897 to 1945, it comprises about seven kilometers of extension, several minkas, which are kept in good condition. The second part, the New Town, is made up of the current new buildings and those created during the Soviet occupation.

In addition, multiple districts were created to facilitate legal and administrative matters, including:

Distrito%20hirohito.png

Fig. 1.3: Takeshita District, 2005.

Old Town and Suburbs - Takeshita District, originally created during the founding of SCP-DE-278-A by the Japanese settled therein, the Takeshita District possesses a wide range of traditional Japanese architecture, from the most traditional to the most complex; as well as lighting typical of Meiji-era Japan. The streets are paved with stones, while the roads are mostly completely flattened dirt roads. The Takeshita District is one of the largest in SCP-DE-278-A, occupying from the middle of Old Town to the outskirts.

Old Town - Ulrich District, the oldest of SCP-DE-278-A. The structures located there follow a model with medium-sized blocks of flats, probably dedicated to factory workers. The streets bear similarities to those of Berlin during the period contemporary to the presence of Otto Von Bismarck within Prussia, and both the sidewalks and the roads were made of stones stacked in partially irregular patterns. There are multiple community centers that connect with the other surrounding districts, in which there are mixtures of modern Germanic architecture with those of the rest of the districts. Most of the administrative buildings are located in this area.

Old Town - Joseph I District, founded by the Italian and Autro-Hungarian population of SCP-DE-278-A in early 1915. The structures seen here exhibit a considerable amount of inconsistencies, and do not correspond to any particular style. Several of the buildings are in a state of deterioration over time, however, those closest to the communal point with the Ulrich District are remodeled, preserving this style. The crime rate increased from 1920 to 1939, but efforts are now being made to renew it in its entirety.

New Town - Yurievich District, created during Soviet occupation in SCP-DE-278-A, is located entirely in the area comprising the New Town. Its architectural styles are mainly inspired by the structures found in Moscow's Red Square as well as Russian modernism, but its buildings have more color palettes. On the streets you can see recent sidewalks and pavements, this due to remodeling initiated by the inhabitants themselves.

New Town and Suburbs, newly constructed and increasingly expansive Western District, the Western District was created in the late 2000s with the opening of SCP-DE-278-A to the anomalous world. The district is divided into several parts, having architectural styles intertwined in their entirety; such as the New Russell, Renaissance architecture, etc. Most shopping malls and markets are located in this district, with the most prominent and extravagant district being SCP-DE-278-A.

Suburbs - Eastern District, created by several of SCP-DE-278-A's fringe sectors. The buildings are similar to those of the Parisian suburbs, containing both Italian and Russian avant-garde touches across the board. The Eastern District is located approximately five kilometers from the rest of SCP-DE-278-A; additionally, the date of its creation as well as its real extent is unknown, so its characteristics remain fuzzy so far.

Additionally, a list of locations of knowledge important to Foundation staff is included below:

Ulrich District - Abehen University, popularly known among the population as "The Arms House" for its origin in the production of esoteric weaponry for the military. Abehen University is the largest educational center in SCP-DE-278-A, as well as its only university; It has an extension of three kilometers without any additional area to the campus, this because it is close to the center of the Old Town. Abehen University, in turn, possesses a pantheon in its underground portion with some of the most illustrious and important figures in SCP-DE-278-A.

Abehen University, in structural terms, has aesthetic similarities with the buildings erected prior to the fall of the Ancien Régime in Europe. The reason behind this aesthetic decision is unknown. It has several sculptures in the surroundings, the most characteristic being the figure of an angel at the top of its main entrance, which has a large arch. The statue is supported by a pedestal attached to the structure of the aforementioned statue.

Ulrich District - The Wilhelm Library of Butai was opened during the interwar period, shortly before the Munich Putsch, the Wilhelm Library of Butai is the largest building of its kind in all of Europe. However, the current façade differs quite a bit from the original, which was guided by an aesthetic corresponding to the Italian Neo-Renaissance; after the Soviet occupation there was an aggressive remodeling where the façade became similar to the buildings made during the transition between the avant-garde and Stalin's neoclassical.

wilhelm.png

Fig. 1.4: Wilhelm Library, 2005.

Additionally, after the Soviet occupation, the alternative name given to the Wilhelm Library is The Petrograd Library. Name still in use by some social collectives in SCP-DE-278-A.

Yurievich District - Zone-42 Recently created, the Foundation's Embassy has two floors. The first of these is the main façade, a three-kilometre building, which retains part of the avant-garde style of the time of Stalinist Russia, with some reforms and refurbishments made for the correct functioning of the upper part of the facility. Any individual who enters the embassy will be under the jurisdiction of the Foundation.

The second floor, on the other hand, has an architectural style that is a mixture of Soviet bunkers and the Fair Contain. It is in this section of Zone-42 that all containment and project planning tasks are carried out by assigned personnel.

Outskirts of the Takeshita District - Take-Dera Temple, whose construction is still in process since its creation by the upper echelons of the Takeshita District in 1938. It uses a total of 107.2 hectares of surface, being located in an elevation generated by anomalous methods. The vegetation around the Take-Dera Temple is abundant and consistent with the vegetation given in Eastern Europe. The structural aspect of the castle takes direct inspiration from both traditional Japanese temples and Japanese plain castles. It is a place heavily frequented by the inhabitants of its district and a considerable tourist location where festivals organized by the government of SCP-DE-278-A are occasionally held.

Anmerkung by Dr. Amaro Mondragón

SCP-DE-278-A is an absolutely enchanting potpourri of a fairly enormous number of cultures, which is understandable given its nature and particular formation. Much of the written section is really just a functional summary and informative enough not to get lost too much once you enter. However, I can assure you that quite a few details are omitted. We can't summarize everything.

Firsthand and from colleagues who traveled with me to Butai, I can confirm that it is enormously easy to entertain yourself with any trifle while you walk the streets. Everything has a unique touch even if they are things you seemingly thought you knew perfectly; buildings, such as Take-Dera Temple, a colorful place of worship if there ever was one, that seem to be magically maintained. However, I recommend you not to question those things too much. I know what I'm saying. It could be dangerous.

I do not rule out non-Euclidean possibilities in some places, I must say. When I visited Abehen University after my chat with Dr. Lucie, she later guided me through the facilities. I noticed that the complex was larger than it appeared to be on the outside. The gardens were also a surprise, with a small fountain and a large amount of flora both known outside the Veil and inside it. To quote Klinghoffer: "We are the envy of Herrenhäuser Gärten, if they knew about us, of course. There are varieties that even come from some settlements in the Middle East, which considering their rarity, it is undoubtedly a miracle that they are here."

On the other hand, the Wilhelm Library makes me understand the same thing. It should be noted that as extensive and documented as it is, multiple sweeps must be done if we want to have everything archived in separate sections within the database. For the moment, however, we have the essentials, selected with the assistance of the doctor.

It is convenient, however, that staff who feel overwhelmed by Butai can stay in the residential section of Zone-42, although it is not very pleasant to live deep in the basement where that section is. It can help to gradually get used to the location. However, for those looking to explore as much of Butai's districts and locations as they can, they are encouraged to do so. There is always more helpful information to discover and unique learning experiences.

Also, don't worry about the Weimarians, the people of Butai will not welcome you with stones.

- Dr. Amaro Mondragón, Temporary Director of the Department of Parahistory of Zone-42.

POLITICS & ORGANIZATION

With a total population of eight million and currently growing, Butai's social and political landscape is quite diverse and extensive. In turn, the division of districts led to the creation of different groups and movements of all kinds; most of them legal and protected by the entfesselte Münder, which means that no two opinions are completely the same among any of the Weimarians present there.

Butai has been governed from 1947 to the present day by a republican-parliamentary system of government, in which elections are held every four years. Likewise, although there are a total of 5 political parties, there are only three main ones; Sozialdemokratische Fassade of left-centre ideology Gewerkschaft für Arbeitnehmer of left-wing ideology and Unser Deutschland of conservative right.

Because of this, there are several social groups that actively support these parties, so they usually have meeting places; mainly the coexistence locations of some districts. Below is a list of them, briefly described.

Group Name: The Hand of Germany
Main District: Ulrich and Takeshita District
Known Administrators: Walter Traskark
Number of Members: More than 300,000 during its heyday
Legal Status: Prohibited

Founded in 1945 by Robert Dunklervogel during the retreat of the Nazi Party of Butai, The Hand of Germany preserves the totality of ideals presented by the Third Reich Regime. In its beginnings, the group of individuals maintained the operation of the regime for a period of one month using unbridled violence. However, they were later put down by the Russians during the Soviet occupation.

The group resurfaced sometime in 1992 and since then, while its ban has remained in place and there are sanctions on all those belonging to the movement who are discovered, it is known that it continues to exist. There are rumors about possible future coup attempts.

The whereabouts of its main figure, Mark Traskark, are unknown. He is currently is in self-exile somewhere in France, in a state of search and capture.

Group Name: Tips of Our Heads
Main District: Ulrich and Joseph I District
Known Administrators: None
Number of Members: 112
Legal Status: Legal

Tips of Our Heads is a small group of individuals who meet quarterly in Munich Square. They originated in 1997 as a way of following and respecting the veterans of the First World War, in turn paying tribute to Otto Von Bismarck. Its members share renewed thoughts of the time with some modern ideas. However, in general, they are passive.

Additionally, from 1993 until now, they have opened multiple investigations for the compilation of disappeared persons and incomplete events that occurred between the 14th and 18th centuries. They are known locally in a derogatory way as "the Prussians". Most of its members are veterans.

Its beginning was the result of the opening of the Germanic Dossier, written by Martin Dechlan, since as a result of this file several individuals were motivated to open more investigations in this regard.

The Serpent's Hand is related to some extent to this group, giving them access to certain historical information for use and analysis.

Group Name: Glory to What We Harvest
Main District: Yurievich District
Known Administrators: Decentralized
Number of Members: Around 711,000
Legal Status: Ambiguous

Glory to What We Harvest is the name under which different social circles, mostly belonging to the Yurievich District, have been nicknamed. Due to the decentralized characteristics, it's more a movement than a real group. Since there are different branches of the same ideology within the groups that make it up, its legality is ambiguous.

Despite these differences, many of them share Lenin's proposed communism as a central part of their political-economic beliefs. However, a notorious minority is more in tune with the application given in Stalin's Soviet regime. All this goes to show that, while there are different proposals for resolving issues related to the movement, none have been implemented at the time of writing.

Members of GoI-004-C, ("Church of Maxwellism") have been found to actively assist in the group's large-scale social media propaganda. These have been successfully limited by the Foundation's intervention, with the aim of maintaining social balance.

Group Name: On the Road to Take-Dera
Main District: Takeshita District
Known Administrators: Shinsoku Oyama Yohachi
Number of Members: 1.2 million
Legal Status: Legal

On the Road to Take-Dera is the name given to Shinto believers in SCP-DE-278-A. Although it has been recorded that a large part of them maintain religion in their lives more by tradition than by actual belief, they still constitute an important part of the population. They are behind the Church of the Broken God in all its aspects, mainly the Church of Maxwellism; deism and others. Their antiquity dates back to 1938 with the construction of Take-Dera Temple.

Most of its influence is maintained by the positions within the maintenance of the temple, as well as the priest Oyama Yohachi. They often hold cultural festivals for the preservation of Shinto traditions in SCP-DE-278-A, trying in turn to make them compatible in the process with some of the Western customs.

In addition, they are neutral regarding the presence of the Foundation.

Group Name: Totoro Road
Main District: West District
Known Administrators: Decentralized
Number of Members: Unknown
Legal Status: Illegal

Totoro Road is the name given to several anonymous traders of exotic items related to the Japanese anime industry. The first mention of this group dates from 1998, just two years ago. Due to the success of said entertainment medium in SCP-DE-278-A, several anomalous import and trade circles were formed. The possible presence of PoI-12011 ("Garravizzo") in several of these exchanges is suspected, but there is no clear conclusion.

Due to the marketing of several items of questionable ethics, as well as replicas of the weapons from the franchises themselves, the group was outlawed. Currently, the penalty for belonging to it is 20 years in prison or more. Likewise, since then, the massification of this entertainment industry has been limited, however every year it continues to grow in consumption within Butai against all odds.

No additional details are available.

Although these are the most important, it should be noted that they are not the only ones. There are many more, some unregistered, others to be discovered and some that are larger than they may seem at first. However, in the documentation present here it is somewhat more indicative. More information is available in the Zone-42 file.

SOCIETY & CULTURE

Although several groups that coincide with several of Butai’s social movements have been detailed before, these are non-generalized cases which show us simple traces of what Butai’s real and palpable culture is. While most Weimarians are passionate about their ideologies and firm in them, the vast majority still retain in common a nationalism that does not need to be camouflaged, as well as an absolutely righteous and respectful work culture, the result of the mixture between cultures such as the Japanese.

In addition, this leads to a large part of Butai’s citizens specializing in one or more areas at multiple levels. However, what predominates is the study of anomalous sciences, having been investigated practically since its creation. Therefore, they are in constant development..

[BEGIN LOG]

(Dr. Lucie Klinghoffer stands at Amaro Mondragón's right-back while smoking a cigarette. They are located on Trotsky Street, Yurievich District. There is a moderate traffic of people in the area. In front of both of them, you can see the International Tavern.)

Dr. Lucie Klinghoffer: Finish the cigarette and we'll go in, Amaro.

Dr. Amaro Mondragón: Okay. Again thanks for joining me, Lucie, it's very easy to get lost around here.

Dr. Lucie Klinghoffer: Ooh-la-la, doesn't the Foundation take its doctors out into the field? It's where the best evidence can be drawn, you see it with your own eyes, and sometimes, (Pauses, emphasizes, and points discreetly to the Tavern.) you even talk to them.

(Mondragon laughs for a few seconds.)

Dr. Amaro Mondragón: I don't usually go out much since I stopped seeing my sister. She used to give me the initiative to do so when the places were not very dangerous.

Dr. Lucie Klinghoffer: You've told me a couple of times about her, seems like someone nice. Where is she now? Did she go to another Foundation headquarters far from this continent? I wouldn't judge her. The Old World is full of blood.

(Amaro remains silent for a few seconds.)

Dr. Amaro Mondragón: She's nowhere to be found, unless there's something after.

Dr. Lucie Klinghoffer: Oh…

(There is a long silence between the two. Lucie finishes her cigarette and they both head to the establishment. Klinghoffer stops Mondragon for a moment.)

Dr. Lucie Klinghoffer: I'm sorry, I said too much.

(Dr. Amaro Mondragón nods.)

Dr. Amaro Mondragón: Don't worry, it was seven years ago, it's still hard to digest the matter a little sometimes, but it's becoming less and less difficult.

(Lucie nods, then pats Monódragon on the shoulder and they both enter the building. The interior of the structure has a paint color in a pastel reddish tone, although somewhat intense. The tables are mostly made of brick and the chairs as well as the real estate have somewhat rustic shapes. In addition, there are a large number of individuals present there; Amaro and Lucie advance through the place until, after a series of indications, they find the table where Konrad Rechcigl is. They sit on either side of him.)

Dr. Lucie Klinghoffer: Hi Konrad, it's nice to see you.

Konrad Rechcigl: Ah! The pleasure is mine, of course, doctor; did you do well in the end last month arguing with die lustigen alten Herren? Those people… Of course, some are obsessed. I am sure that if Bismarck were to appear before them they would make a cult of him.

(Konrad laughs moderately, then turns his gaze to Amaro Mondragón.)

Konrad Rechcigl: You must be die ausländern aus dem Foundation, right? A pleasure for you too, it is exciting to finally meet those who have aroused the curiosity that has been missing for a long time in these parts.

(Reichcigl and Mondragon shake hands for a few seconds.)

Dr. Amaro Mondragón: The pleasure is mine, Mr. Rechcigl. I am Dr. Amaro Mondragón. I wanted to talk to someone who has known every corner and person in Butai, to have a panorama explained from the point of view of the ordinary Weimarian, you know what I mean. Dr. Lucie then recommended me to you.

(Konrad nods in approval.)

Konrad Reichcigl: First of all, I am really flattered by this consideration for myself, if you think that I am the ideal source of information in that regard. I can help, without a doubt. However, before we go any further, do you want something to drink in the meantime?

(Lucie nods.)

Dr. Lucie Klinghoffer: Yes. I'm going to order the drinks, if you don't mind. What do you want?

Konrad Reichcigl: A pennyroyal and mint tea for me, please. I've been visiting Takeshita often and I've finally gotten the hang of it. Oh, and please tell him to put ice on it. It's a little hot enough to drink it the traditional way.

Dr. Amaro Mondragón: A Coca-Cola, with a slice of lemon in the glass if possible.

(Klinghoffer stares at Amaro Mondragón for a few seconds. They nod and disappear from the camera's view.)

Konrad Reichcigl: So, what do you want to know?

Dr. Amaro Mondragón: A little bit of everything. I would like to have a greater understanding of the people around here and transmit what is learned to the rest of the staff who come. After all, we don't want our presence to feel or be perceived as invasive.

(Konrad Reichcigl nods slowly.)

Konrad Reichcigl: Understand. I have to inform you then that at least among the "reds" (smiles.), more than a feeling of invasion there is a feeling of… respect? I think it aligns more with fear even. We are not judging at the moment, but we have seen the vehicles you have brought and as you are moving around here, you are going with considerable speed and that makes some feel tension about it.

Konrad Reichcigl: However, that's among my usual circles of movement. If we're talking in general, as I mentioned there is curiosity and I also add something else, expectation. We don't know what you're here for. Some of you have already heard the rumors from outside. Whispers of how the Foundation used to be all over Europe, but nothing more.

(Amaro Mondragón nods, after which Klinghoffer arrives with the corresponding drinks, all with ice. The three of them begin to sip.)

Konrad Reichcigl: Those who are more suspicious are the old fans of the Prussian helmets, although they also complained non-stop when the Western District was formed and cyberpunk fans began to play with their rituals here mixing them with the essence of Butai itself. You know, a half-hermit conservative thing.

Dr. Lucie Klinghoffer: Or as when they complained about the construction of Take-Dera for being too individualistic and separating the Japanese and German populations. Some went so far as to claim that it could be a cause for an outbreak of hatred between the two, for no reason at all.

Dr. Amaro Mondragón: It sounds like the oldest professors in Spain. They sound like a considerable headache, of course.

(Konrad nods as he drinks his tea. Klinghoffer does the same.)

Dr. Lucie Klinghoffer: They are.

(Pause.)

Dr. Amaro Mondragón: And what about the average citizen?

Konrad Reichcigl: Have you been to Central Germany, Dr. Mondragon?

Dr. Amaro Mondragón: Yes, both for work and to rest.

Konrad Reichcigl: Well, it's the same thing. There is no difference between them and us, even though, pardon the insult, that son of a bitch Traskark would like us to believe so. The unfortunate man was a well-to-do Berliner, his family was later relegated to being among the expropriated thanks be to God, but how much damage he did to the German working people with his actions and thoughts.

Dr. Lucie Klinghoffer: Konrad, lower your voice, just in case.

Konrad Reichigl: I'm sorry, I can't help but express it in another way. (He proceeds to scrach at the back of his neck.)

(Amaro Mondragón moves his hand from side to side.)

Dr. Amaro Mondragón: Don't worry, it happens to anyone who knows history. Ask Lucie else, right?

(Klinghoffer smiles for a few seconds and nods.)

Konrad Reichcigl: Thank goodness you understand. (Pause.) Do we ask for something to eat? We have been sitting here for a considerable time and we did not ask for anything.

Lucie Klinghoffer: Of course, what do you want?

Konrad Reichcigl: Klinghoffer, this time I'll go and order, don't worry. What do you want?

Lucie Klinghoffer: Nothing for me, Amaro?

Dr. Amaro Mondragón: Have Mr. Konrad surprise me with some local food.

(Amaro smiles as he finishes speaking, Reichcigl does the same, then proceeds to nod once and disappears from the camera's view. After this, Klinghoffer approaches Mondragon.)

Dr. Lucie Klinghoffer: (In a low tone of voice.) By the way, Amaro, you should not try to be too funny about these people's beliefs when we are here.

Dr. Amaro Mondragón: (In the same tone of voice.) What? Did I do something wrong?

(Lucie keeps her eyes on Amaro.)

Dr. Lucie Klinghoffer: Amaro, you ordered a Coca-Cola in a communist bar.

[BEGIN LOG]

(In the image, Dr. Lucie and Dr. Amaro can be seen, looking at the camera in front of them. Klinghoffer is on the left, with Mondragon on the right. Both maintain a medium-length smile. Behind them is a blank TV.)

Dr. Lucie Klinghoffer: Hello! If you're watching this video, it's because you're possibly one of the few staff members whose duties are going to be assigned to Zone-42 in Butai.

(Amaro nods.)

Dr. Amaro Mondragón: That being the case, we welcome you. In this video, attached to the anomaly file, a series of small questions will be explained to you that you should know very clearly. All of them explained by (Pause. Mondragon turns his gaze to Klinghoffer and quickly directs it back to the camera.) Lucie and me.

Dr. Lucie Klinghoffer: Indeed.

(Lucie clears her throat. On the screen, there is the drawing of an eye.)

Dr. Lucie Klinghoffer: The first is the most basic. Keep your eyes wide open. Not only because of the valleys of Butai and the events that occur in them due to SCP-DE-272, which can give way to an accident if you are not careful and knowledgeable. But also because Butai is the focus of several questionable groups that threaten not only the integrity of the Foundation, but also that of the people themselves.

(The picture on the TV changes to that of a blue pentagram. Amaro points at it with his left arm.)

Dr. Amaro Mondragón: Of course, the greatest exponent of these is the Global Occult Coalition, scavenger professionals who grabbed what they could of Europe at the time. They are the reason why we mainly use Sarajevo’s entrance to Butai and not the German one, which has given us a lot of paperwork.

Dr. Amaro Mondragón: They feel that Butai should be under their stewardship. This compromises in a certain way that relative independence that Butai has developed over time.

Dr. Lucie Klinghoffer: That is why it is important to highlight what has been said. Eyes wide open in those senses.

(The TV turns blank again.)

Dr. Lucie Klinghoffer: Now, another recommendation regarding DE-272 (Pause.) Do not question anything if you do not have full knowledge of its anomaly. The archive is available to all personnel who are transferred here, so its reading is not only accessible but also mandatory.

(Klinghoffer looks at Mondragon.)

Dr. Lucie Klinghoffer: Amaro experienced that in his first months here, he knows what I'm talking about.

(Amaro Mondragón nods.)

Dr. Amaro Mondragón: Third, don't just stay in the archive. Butai is big and extensive in every way. There are things that we have not yet discovered and there they wait. Explore using your head. The rest of the things, you'll know when you get to Zone-42.

Dr. Lucie Klinghoffer: In the meantime, then, welcome to Butai.

Footnotes
. Currently Germany.
. "Advanced Project."
. Event known by local historians as the "Saturday without a Homeland".
. Which would be closed in 2012 for the discreet transport of material and personnel of the Foundation to Zone-42. This is because the entry through the Reichstag Building by the German Regional Council is unfeasible, due to the notable presence of the Global Occult Coalition.
. The motto "traditori dei loro fedeli" (traitors to their faithful) was used during these execution campaigns, both by the German and Austro-Hungarian population and by loyalist Italian sides. At present, it's a pejorative slogan used by some xenophobic groupings for the purpose of intimidating residents of Italian origin in SCP-DE-278-A.
. Successor to the German Empire formed after the signing of the aforementioned treaty. Formally named Deutsches Reich (lit. German Empire) despite being a federal republic.
. Matthias Hoffmeister (1920-1944) was a young journalist and writer who stood out for his harsh criticism of fascism, Nazism and similar systems. He was persecuted from 1943 and assassinated by members of the Gestapo in 1944 due to the manifesto and publication of ideas counterproductive to the indoctrination of the Nazi Party.
. Head of the Paratechnology Department and member of the Parahistory Department of Zone-42.
. Professor of history at Abehen University, considered the youngest ever in Butai.
. Update (24/04/2005): Some of the underground sectors have become part of Zone-42.
. Traditional Japanese dwellings.
. Noel Russell, born in 1990 is a construction company belonging to GoI-004-C ("Church of
Maxwellism"), known for its digital structures that were later brought to reality through various thaumaturgical rituals. Currently, this is possible due to additional anomalies in the area. Due to the extravagance of its buildings and style referential to the popular culture of the Internet in all its eras, it is extremely popular in the Maxwellist collective.
. For more information, please consult your site manager.
. Originally used for storage.
. Architectural style adopted by the Foundation and almost all of the Regional Councils for the creation of facilities through the use of some anomalies. Mainly minimalist in appearance.
. Freedom of expression, a law established after the fall of the Nazi Party in 1946.
. Six elections won. The Social Democratic Front began to be formed a month after the fall of the Nazi Party, because during the nationalist occupation of Butai this ideology remained strongly prohibited.
. Two elections won. The Workers' Union was originally created by the staff belonging to the GRU Division "P", however it was not very well received unlike the other political parties due to the low popularity of Russians within the area.
. Four elections won. Created after 1946 with the purpose of maintaining the economic flow given by the Third Reich regime during its existence. Popular with citizens of older districts.
. Exiled in France, current location unknown.
. On June 30, 2002, there were face-to-face riots by this group. They tried to enter Zone-42, without much success. - Dr. Lucie Klinghoffer, Head of the Parahistory Department.
. A book that denies and confirms acts carried out by the Kaiser's Germany.
. This is due to the rejection of these groups to the presence of the Foundation, which they see as a dictatorial body. Among these groups, they refer to the Foundation as "Big Brother".
. This is due to communication via SCP-DE-278-B to Japan.
. A clear example of this can be found at Abehen University in Butai, where during 1923 models and plans of eigenweapons were created that were vaguely similar - although somewhat more archaic due to the time - to those produced during 1940 and 1964 by the Foundation. However, these were classified due to the impossibility of being created due to SCP-DE-272. - Dr. Lucie Klinghoffer
. An individual who identifies as part of Glory to What We Harvest, being one of the most influential within the social panorama of Butai.
. Local idiom to refer to the members of Tips of Our Heads.
. "The foreigner from the Foundation."
