Every year between November 1 and December 31, Outpost CN-21 is to forbid entry to the sea area on the southern border of the anomaly. All air and sea traffic is to be prevented from entering or crossing the anomaly from the south under the pretense of a military exercise. While an SCP-CN-3709-A event is in progress, the outpost is to send personnel into SCP-CN-3709-1 for exploration work.
Description: SCP-CN-3709 is an anomalous region of sea, located roughly at 39°N, 116°E. Researchers have indicated that the southern border of the anomaly extends 5 km to the east and west of a point 21 km directly south of the object's center.
SCP-CN-3709-A is a series of anomalous incidents, occurring randomly between November 1 and December 31 each year within the interior of the anomaly and lasting for between 3 and 21 days. During this period, SCP-CN-3709-A can be observed by entering the anomalous region from the south boundary; however, the occurrence of the latter is completely independent and has no confirmed effect on the region outside the anomaly.
Recorded examples of SCP-CN-3709-A instances include:
- The average temperature in the region dropping to -12 °C
- Continuous, uninterrupted heavy snow, as well as the manifestation of anomalous piles of snow within SCP-CN-3709-1.
- A loud cacophony of indistinct human voices emanating from the sea floor.
- The power grid within SCP-CN-3709-1 anomalously resetting. This effect slowly eases with the presence of exploration personnel within the object's interior.
SCP-CN-3709 is the capital of the People's Republic of China, located directly beneath the anomaly.

On November 28, 2051 at 19:52, during the sixth day of an SCP-CN-3709-A incident, Researcher Li Eryi, stationed at Outpost CN-21, received the following email from an unknown source. It is thought that Researcher Li was not the intended recipient of the email. The email's contents are as follows:
