To my colleagues at the O5 Council:

Regarding the decryption of String 17, of that Paradox Insurance Policy, we've discovered some unfortunate results.

This is quite an emergency. Please read the following report.

Esteemed O5-1 and other members of the Overseers' Council:

We have recently completed preliminary decryption of the last message (String 17) received by our Paradox Insurance Policy. This message was sent by Foundation personnel. We always believed that this piece of encrypted information was a final safeguard against the end of human civilization, because this message has to be sent. As long as we don't send it, humanity and the Foundation must necessarily continue to exist.

The data loss is severe, and it is heavily encrypted in a code we cannot break. We discovered that if we used the current Level 5 authorization code and changed it a bit, we could decrypt the message, and its contents clearly point to the time when this message will be sent.

And this message will be sent in December 1948.

Besides this, the message's contents do not describe anything else about the context in which it was sent, merely a single vague phrase: "The possibilities of humanity's future will end here."

We don't know what this means for sure. But based on the intent of the Paradox Insurance Policy, it probably means humanity will suffer a world-changing crisis in December 1948.

The stakes are high. The SCP-711 project team requests the O5 Council to deliberate the next steps.

Based on current observations, we can basically confirm that current circumstances will inevitably lead to a future event that will cause the stagnation of human development, or even the destruction of humanity as a whole.

Time is ticking. We must begin at once. Please share your opinions.

The entire O5 Council discussed countermeasures to the possible anomalous event occurring in 1948 raised by String 17 of the Paradox Insurance Policy.

Under the direction of O5-13, a projected model of the development of human society circa 1948 based on current human societal, civilizational and technological developments has been completed. While there is no way to accurately predict what caused the Paradox Insurance Policy to send the relevant message in 1948, the current conclusion is that if the present conditions continue, there is an extremely high chance (>99.98%) that a world war accompanied by an Occult War on a scale far beyond any previous war will break out between 1931 and 1944.

Based on current observation, the trigger for such a war may already be in existence. Based on current analysis of the situation, the O5 Council unanimously believes that this war may be the direct cause of the 1948 event. As such, the Foundation's current primary goal is:

• Determine the exact nature of the 1948 event;

• Find a way to prevent this large-scale war from breaking out.

Further action will be decided following further discussion by the O5 Council.

To O5-7:

In order to prevent a war, we need to deeply intervene in the workings of human society. No matter how you put it, there is the fact that regardless of what the current conditions are, something will happen in 1948; this indicates that the cause of this catastrophe is hidden somewhere within the normalcy we strive to preserve. The Foundation protects normalcy, and reversing this destiny requires changing this normalcy. This is something the Foundation cannot do. We need a force, independent of the Foundation, that can disrupt normalcy.

My personal opinion is it may be necessary to form a "Black Glove" group tasked with objectives that the Foundation cannot do based on its tenets. It would be declared independent from the Foundation, allowing us to on one hand not worry about the problem of disrupting normalcy, and on the other hand make an escape from the 1948 disaster.

I have contacted you and O5-4 to be the joint leaders of this "Black Glove" group. His understanding of politics and his social connections could help us with tasks like political lobbying, intelligence work, and fundraising, while your mental acuity can help us determine what exactly will happen in 1948 based on the future development of the situation.

We shall meet again in 12 days, in Site-01 as we always do. I hope you will be able to be present in person.

Based on the current unstable international situation, the Foundation predicts that the most probable cause of the 1948 message received by the Paradox Insurance Policy will be a global occult war, which may far exceed the size of the recent Great War.

Though we are still unable to ascertain the exact details, the current results indica te that there is a very significant possibility that this war could end the development of human civilization, causing the whole of human civilization to experience regression or even extinction. As such, the Foundation is considering all possible means to prevent the outbreak of this war. However, directly interfering with the normal operation of the world order will also interfere with the operation of normalcy, which is in direct contradiction to the Foundation's tenets, and may cause the Foundation's existence to be exposed in a "Broken Veil" scenario.

In order to resolve this contradiction and maintain the Foundation's name, the O5 Council has decided to establish a new organization nominally independent from the Foundation and the O5 Council. This organization's directive is to:

• Carry out tasks that would be inconvenient for the Foundation to carry out, tasks that would interfere with the normal world order, and tasks that would damage the Foundation's reputation in order to prevent the outbreak of war in 1939 at all costs;

• Carry out work that would be inconvenient for the Foundation on the grounds that it involves using anomalies to affect normalcy;

• Carry out other work that would be inconvenient for the Foundation.

This organization will be led by Council members O5-4 and O5-7.

The vote passed unanimously, and was put into force immediately. The name of this new organization was designated "Insurgents". The Insurgents' actions are not under the purview of the Ethics Committee; as such, any operations contravening the Ethics Committee code may be delegated to them if an Overseer deems it necessary.

All current members of MTF-Alpha-1 ("Red Right Hand") have been removed from the Foundation databases and designated as the initial leaders of the Insurgents.

To O5-1:

I have received the previous discussion's records. Let me explain my thinking.

First of all, I believe that we are not the only universe to experience this problem. Regardless of the fact that the Ethics Committee has always disapproved of contact with parallel universes on the basis that such interference will reduce the freedom of development of human civilization, I believe that in the face of a latent, subversive threat such as this, it is necessary to seek help from other timelines. As such, I propose that we resume use of the Aidita Lens Project, which was previously put on hold by Ethics Committee order, in order to carry out observation of the development of parallel universes.

Following this, if necessary, we may even have the option of activating the Aidita Protocol, directly requesting help from these parallel universes' Foundations.

In addition, I believe modeling is also necessary. Using our current society and situation as the initial conditions, we can model societal developments in 1948, and likely determine what exactly will happen in 1948. We have enough time to do this before coming to a decision.

To O5-7:

After discussion with Two and Three, I have determined that directly contacting parallel universes is still not yet necessary.

But I agree with you that we need to monitor those parallel universes; we can definitely resume the use of the Aidita Lens.

Objective: Observe a total of 16,334 parallel timelines' anthropic histories, determine their respective state of societal development around the 1948 Incident, and determine possible causes of the December 1948 incident.

Status: Complete.

Details: In the first observed universe, the Foundation was not formed. It is believed that in this timeline, no civilization existed past the year 1687, and the existence of the Earth was terminated. It was observed that the Devourer of Worlds was active on Earth. An organization referring to itself as the Fellowship of Abyssal Light became a religious organization similar to the current timeline's Children of the Scarlet King in 1601.

86% of observed timelines experienced a war in the period from 1931 to 1940. Based on the actual differences between each timeline, this war may be a worldwide war not involving the anomalous, or a worldwide war accompanied by an Occult War. In all such recorded timelines, a large-scale leak of anomalous technology occurred around 1948. These leaks were not caused by the Foundation itself, but as a result of groups participating in the war independently discovering one or multiple anomalous technologies and using them on a large scale in warfare.

In the remaining 14% of timelines, this war either did not occur or was heavily delayed. However, these timelines had already begun to present significant differences from ours, such as the overtaking of scientific technologies by thaumaturgical ones, from at least 182 years prior to the point of observation, and are thus limited in value. However, timelines in which such changes occurred but did not avert a war were also detected. As such, it is impossible to confirm whether preventing the outbreak of war would be related to these divergences.

Based on the Paradox Insurance Policy's description of "the end of the possibility of human civilizational development", we currently believe that the primary challenge that will be faced in 1948 in this timeline will originate from the leakage of anomalous technology as a consequence of a world war. As such, surveillance of all nations' scientific research must be strengthened, in order to ensure that scientific institutions outside the Veil do not cause a containment breach of anomalous technology.

In addition, regardless of the fact that war will break out in all currently known timelines with minimal deviation from ours, we will not reject the idea of preventing this war from occurring before it begins.

Under these circumstances, we still recommend the prevention of war and the monitoring of scientific developments as the primary means of preventing the 1948 crisis.

Overview: Real name Enrico Fermi; Foundation internal codename "Professor" or, in a few cases, his false name "Dr. Roy". Male, of Italian descent; 22 years of age. Public identity is a physics researcher at Göttingen University. Currently a member of the O5 Council, and the lead planner of the "Insurgents".

Previously led the Foundation Search for Extraterrestrial Anomalies Office, the Mathematical Physics Laboratory, and the Scientific Basis Working Group.

Currently leading the "Insurgents" alongside O5-4, responsible for counteracting the expected 1948 anomalous incident, tentatively designated SCP-Laplace.

If necessary, additional authority will be granted to O5-7 in order to further the "Insurgents" project. O5-7's position as the lead planner of the "Insurgents" is only to be made known to the O5 Council and members of the "Insurgents" themselves.

Codename: "Insurgents"

Description: Established by O5 Council decision in 1924. Presented to the public as an organization composed of former Foundation personnel who betrayed the Foundation and took various anomalous items in it's containment with them. In reality, they answer to the O5 Council, and are under the direct command and leadership of O5-7.

The leadership of the "Insurgents" has been given the name "Delta Command", and is composed of former members of MTF Alpha-1 ("Red Right Hand"). This has been explained as defection during containment operations; the replacement membership of MTF Alpha-1 has been selected from members of other Mobile Task Forces.

The primary responsibility of the Insurgents is to perform tasks that are inconvenient for the Foundation to do. If required, they may be authorized to use anomalous technology to develop new anomalies, or interfere directly with global scientific research.

The publicly disclosed objective of the Insurgents is to "use anomalous technology to establish a new world". Foundation departments involved in relevant operations are to be informed of the operations of the Insurgents so as to provide support and cooperation.

Project Insurgents is proceeding well. Based on the earlier division of work, you will be responsible for the political assassinations and persuasion — the dirty work — while I consider the next steps.

I've always had this feeling that this calamity that will happen in 22 years will not merely be a world war. I've had this in the back of my mind since the very beginning, but never actually brought it up all this time.

"The possibilities of humanity's future will end here" — the use of the word "possibilities" here makes me rather concerned.

Let us take a look at the possible results of such a war… Perhaps anomalies will be released en masse and the world will be destroyed; perhaps the victors will take control of humanity's future, or human development will be under the supervision of the Foundation. This also means that free exploration will no longer be allowed, and the future of humanity will only develop in accordance with the desires of a few people, with other fields prohibited — or contained.

If our plan is to be a complete success, humanity will be forced to develop in some "desired" direction or other. The possibility of other developments — that is to say, the idea that humanity's future is uncertain — will be wiped away. Whether it is the desires of the victorious countries, or the desires of the Foundation, the end result is that humanity will no longer have a choice in how they will grow. The destiny of humanity will be fixed.

Yes, even if One believes so, I do not agree with the idea that the human race's scientific and technological knowledge should be placed under our control. Although considering the possibility of global destruction this is our current best option, we don't know if this is really so, or whether we will have better options in the future. I hope that using the Insurgents' resources we will be able to investigate this.

In some way, this is just my selfish desire, but I hope you will understand.

To all members of Delta Command:

The current results are insufficient to determine the nature of the event occurring in 1948 that will cause the sending of String 17. As a member of the O5 Council, I request that the Insurgents avoid the restrictions placed by the Ethics Committee, activate the Aidita protocol and directly converse with other parallel universes.

This will be managed directly by O5-4 and myself. Because this matter relates to secret information, you are not to reveal this directive to anyone outside of the Insurgents, including the other O5s.
