Special Containment Procedures: SCP-CN-1999 cannot be contained, and current technology is insufficient to capture SCP-CN-1999. As SCP-CN-1999 currently only manifests occasionally and only on the Earth, it is not necessary to carry out containment measures.
Description: SCP-CN-1999 is an unknown entity located above the Earth. While the observer is within the atmosphere, it always appears to be above the observer; once the observer leaves the atmosphere, it becomes incapable of observing SCP-CN-1999. This entity appears to be made of various specialized materials, capable of rapidly manifesting and dissipating. Experiment Log CN-1999-A details all attempts to date at containing SCP-CN-1999 and their results.
The shape of SCP-CN-1999 differs between manifestations, but is thought to relate to the imaginative behavior of humans in the region. When subjects in a certain region display significant imaginative behavior towards the concept of the "sky", SCP-CN-1999 becomes more likely to manifest; its form will appear to be that of one of the products of this behavior. As previously manifested or formerly popular forms also occasionally manifest, it is thought that the phenomenon has a certain degree of memory.
SCP-CN-1999's main forms are:
- Locations and objects found in or related to the sky, originating from folklore or fiction.
- Animals, mostly birds, fish and other species capable of flight.
- Various vehicles, regardless of whether or not they can normally fly.
- Stars and planets, or objects related to stars and planets.
- Weather phenomena
With the advancement of technology and civilization, SCP-CN-1999's frequency of manifestation has greatly decreased, and currently only occurs two or three times in a single Earth year. For events that may have influenced the rate of manifestation of SCP-CN-1999, see Addendum CN-1999-B.

Date: 2020/█/██
Procedure: Use a military surveillance aircraft to track SCP-CN-1999.
Result: SCP-CN-1999 continually remained above the aircraft's position.
Experiment #:CN-1999-A-2
Date: 2093/█/█
Procedure: Launch a spaceship towards SCP-CN-1999.
Result: SCP-CN-1999 continued to move upward. Once the spaceship reached an altitude of 100 km from the Earth, SCP-CN-1999 dissipated in mid-air.
Experiment #: CN-1999-A-3
Date: 2102/█/██
Procedure: Dispatch a flying device between the mesosphere and ionosphere to follow SCP-CN-1999.
Result: SCP-CN-1999 remained above the flying device's altitude and dissipated after a period of time.
Experiment #:CN-1999-A-4
Date: 2153/██/█
Procedure: Dispatch five flying devices equipped with suspension claws between the ionosphere and mesosphere and attempt to surround and contain SCP-CN-1999.
Result: SCP-CN-1999 ceased to move. When the suspension claws made contact with SCP-CN-1999, the contacted part dissipated for 30 seconds before reforming. Following this, SCP-CN-1999 dissipated.
Experiment #:CN-1999-A-5
Date: 2267/█/██
Procedure: Use three flying devices equipped with extending appendages to form a closed ring around SCP-CN-1999, then use a surveillance aircraft to investigate SCP-CN-1999's interior.
Result: By touching SCP-CN-1999,the robot successfully entered SCP-CN-1999's interior. As its composition was extremely specialized, a sample could not be taken. This material is capable of imitating any other material, including fluids and optical properties, and can rapidly regenerate.
Note: Experiment CN-1999-A-5 confirms that SCP-CN-1999 cannot be contained or sampled. As the rate of manifestation is decreasing slowly, further experimentation has been deemed unnecessary.
The following record consists of events that may have influenced the rate of occurrence of SCP-CN-1999. As there is currently no way to completely confirm the relationship between its occurrences and the imaginative behaviors of human subjects, the following list is limited to events after which the rate of occurrence changed significantly in the following 5 to 20 years. As the timespan covered is particularly large, the list only shows the year of occurrence.
During this period, SCP-CN-1999's rate of occurrence continued to slowly decrease. While popular trends and the revival of classical works caused minor resurgences in occurrences, the overall trend has been a decrease. It is thought that as the exploration of Earth has been practically completed and many humans have begun to move to other planets, there is less imaginative behavior with regards to the "sky". As such, SCP-CN-1999 has effectively ceased to occur. In addition, as anomalies discovered on other planets require more attention, SCP-CN-1999 is no longer a high priority and it has been reclassified Safe. Barring unusual circumstances, no further records or experiments are to be carried out.
