This page is for requests to have stewards grant or revoke administrator, bureaucrat, checkuser, and oversight rights on Wikimedia projects which do not have a local permissions procedure. Minimum voting requirement are listed here.

Old sections are archived. The list of archives is below.

  • Requests for bot flags are handled at SRB, and requests for global permissions are handled at SRGP.
  • If you are requesting adminship or bureaucratship, and your wiki has a local bureaucrat, submit your request to that user or to the relevant local request page (index).
  • For urgent requests, such as to combat large-scale vandalism on a small wiki, contact a steward in the #wikimedia-stewards connect IRC channel. In emergencies, type !steward in the channel to get the attention of stewards. Otherwise, you can type @steward for non-urgent help.

Other than requests to remove your own access or emergencies, please only make requests here after gaining the on-wiki approval of your local community.

Using this page

2. Fill in the values:

  • domain: the wiki's URL domain (like "ex.wikipedia" or "meta.wikimedia").
  • user name: the name of the user whose rights are to be changed (like "Exampleuser"). In case this is for multiple users, leave this field blank and give a list of these users in your remarks.
  • discussion: a link to the local vote or discussion about the rights change (for example, "[[ex:Wikipedia:Requests_for_adminship#ExampleUser]]"). This should normally be for at least one week, but no more than three weeks (if so, you'll need to restart the process).

3. If anything is missing from your request, a steward will request more information.

Confirmation of signing confidentiality agreement

Certain permissions (notably CheckUser and Oversight) additionally require users to sign a confidentiality agreement. Users requesting these permissions must make a request below, and must also sign the confidentiality agreement with the Wikimedia Foundation. The request is placed on hold temporarily, until the receipt has been formally confirmed by the Office.

Bosogo@ky.wikipedia

Hello everyone. Due to the extremely low activity of the Kyrgyz Wikipedia community (81 users in the last 30 days and the last activity was more then week ago) the discussion was not possible[1] [2]. Comment Comment @Bosogo In the discussion, you state that you need adminship to be able to upload files directly to ky.wikipedia, because "files at Wikimedia Commons need to be free".
The WMF board licensing policy mandates that all content needs to be freely licensed. The policy permits non-free files in certain edge cases, but such usage needs to be still legal (according to both US law and law of whatever country ky.wikipedia is primarily accessed in).
Can you elaborate on the adminship usecase please? Either here, or on ky.wikipedia.

@Martin Urbanec I need administrator rights not to upload a file, but so that any user can upload files there, both free and non-free (under the terms of fair use) as in ru.wikipedia: ru:Служебная:Загрузка. For example like this: ru:Файл:Касымалы_Жантошев1.jpg. This file is uploaded to ru.wikipedia, but not to Wikemedia Commons. Accordingly, I cannot use it in ky.wikipedia. On the file description page (in ru.wikipedia), there is a template stating that the file is not free and that it can only be used if the fair use criteria are met. Also the rationale for its fair use.
I am assuming that with administrator rights it is possible to customize the file upload page in ky.wikipedia. If the above page can only be customized with stewards or other kinds of admins, I'd be grateful to know. In addition, we do not have any active administrator in the project, some pages require deletion and other work.--Bosogo (talk) 17:03, 2 September 2021 (UTC) [reply ]
@Bosogo No, admins can't change who can (not) upload (system administrators can, for that, a ticket at Phabricator is needed).
As I said, all images need to conform the Board licensing policy. You'd need to create a policy first that describes when can non-free stuff be uploaded, and that policy needs to be okay according to local and US law.
Furthermore, I'm not sure if enabling file uploads on your wiki is a good idea in general -- it'd need an active monitoring to limit abuse.

@Martin Urbanec For the reasons described above. For example, movie posters or company logos and the like cannot be uploaded to Commons. Therefore, without uploading to the local Wikipedia, it will not be possible to illustrate the article.
Failure to enable this feature is against the intent and principles of Wikimedia. The free flow of knowledge is what we all volunteer for. Given the level of development of the Kyrgyz Wikipedia, I do not think that abuse is possible. Because the level of knowledge of what Wikipedia is, its functionality and other points are unfamiliar to the community. Therefore, more knowledgeable and policy-conscious users tend to download files.
There is no need to develop a policy. Because it is - fair use. It is enough to create a template in the Kyrgyz language.--Bosogo (talk) 21:08, 2 September 2021 (UTC) [reply ]

@Martin Urbanec Thanks. Now it is clear. I would like to create an EPD for Kyrgyz Wikipedia. To do this, I need administrator rights. The system of rules has not yet been built. I will not even be able to make a link for the EDP on the "rules" page. it is protected, also the "Portals browsebar" template (in ky.wikipedia its Index box) redirects the "rules" link to another page). In short, there are many problems of this kind that cannot be solved without administrator rights.

@Bosogo You can draft the text of the EDP in your userspace, and start a discussion at the forum.
However, I don't think enabling upload is going to be approved by the system administrators even with an EDP? since of the very small size of the wiki, and since local upload can easily by abused to distribute illegal files (while Commons deletes them speedily). @Martin Urbanec But first, the community needs to be rebuilt. Previously, in the years 2012-2013, it was quite active. I will try to get in touch with the old members.   • To request CheckUser information, see Steward requests/Checkuser. This is the place to request CheckUser access.
  • One-time CheckUser access is not permitted and temporary access is only used by Stewards or when the mandate of the CUs has an expiry date specified in local policies.

Oversight access

See Oversight policy for information about this user group and the policy governing the use of this tool.
  • To request to have content oversighted, ask for a steward in #wikimedia-stewards connect and contact a steward privately. This section is for requesting access to the Oversight tool.
  • For contact details about oversighters across the wikis, refer to this page.
  • Note that temporary Oversight access is not permitted and temporary status is only used by Stewards .

  • When a new user is assigned to this group, please add them to this list.

Removal of access

  • If you're requesting the removal of your own permissions, make sure you're logged in to your account. If you have multiple flags, specify which you want removed. Stewards may delay your request a short time to ensure you have time to rethink your request (see previous discussion on 24 hour delays); the rights will not be restored by stewards once they are removed.
  • To request the removal of another user's permissions, you must gain consensus on the local wiki first. When there is community consensus that the user's access should be removed, provide a link to the discussion, with a brief explanation of the reason for the request, and summarize the results of discussion. However, as bureaucrats of some wikis may remove users from the administrator or bureaucrat group, please see also a separate list of these specific wikis.
  • To request the removal of another user's permissions for inactivity, link to your local inactivity policy. If your site does not have inactivity policy, the global policy Admin activity review applies.

Потому что эти правила написаны плохо. Для чего нужно уведомлять участника, в правилах не написано. Участник откликнется — и что дальше? Note: I am inclined to positively close this request, as IMHO in this case they have just decided to follow the long process with full fledged denomination vote rather than use the fast line of the inactivity clause (so basically using the first rather than the second paragraph of the inactivity policy: wikt:ru:Викисловарь:Администраторы#Лишение прав администратора).
