The Committee resolves by motion:

Wikipedia:Arbitration Committee/Procedures#Arbitrator activity and voting is amended to include the following subsection:

Abstention for non-votes

Where an arbitrator does not vote on a proposal that requires an absolute majority, the process below may be followed.

  • For votes at a Proposed Decision page, or on a motion at Wikipedia:Arbitration/Requests/Case, Wikipedia:Arbitration/Requests/Motions or Wikipedia:Arbitration/Requests/Clarification and Amendment:
    • At any time after seven days from the proposed decision or motion being posted, any arbitrator (but often one of the drafting arbitrators, or a coordinating arbitrator) may initiate the 'abstention for non-votes' procedure. To initiate this, they will a) post a link to this subsection, along with a ping for each arbitrator potentially affected, to the 'Implementation notes' section of the proposed decision page (or equivalent section for a motion); and b) an email to the arbcom-en mailing list detailing the same.
    • After 72 hours, any arbitrator votes still outstanding will be automatically considered as an abstention for the purposes of that individual proposal.
    • Should an arbitrator who had abstentions automatically registered for proposal(s) under this clause subsequently vote on a proposal before it is closed, that vote will override and replace the automatic abstention.

A vote will not be closed as successful if the total number of arbitrators voting on it is less than an absolute majority of the Committee.

The application of this clause is not automatic, and arbitrators should use their best judgement when deciding whether or not to apply it. Factors that should be considered include levels of communication, statements around voting in the immediate future, as well as the nature and count of the votes.

Note that this process cannot be applied to the process that governs the removal of an arbitrator.

The Arbitration Committee has resolved by motion that:

Remedy 4 (Johnpacklambert topic banned) of Conduct in deletion-related editing is amended as follows:

Johnpacklambert (talk · contribs) is banned from taking the following actions: (1) participating in deletion discussions, broadly construed, except for categories for discussion ; (2) proposing an article for deletion ("PRODing"), but not contesting a proposed deletion ("de-PRODing"); and (3) turning an article into a redirect. This sanction supersedes his March 2017 community topic ban. This ban may be appealed twelve months after the enactment of this remedy, and every twelve months thereafter.
Should Johnpacklambert fail to adhere to any normal editorial process or expectations in the topic area, any uninvolved administrator may remove the categories for discussion exception (therefore reinstating the topic ban for all deletion discussions) as an arbitration enforcement action. Appeal of such a reinstatement would follow the normal arbitration enforcement appeals process. After twelve months from the date this motion is enacted, if the topic ban has not been reinstated or any reinstatements have been successfully appealed, this provision allowing for reinstatement by an uninvolved administrator will automatically lapse.

The Committee resolves by motion:

Given Pbsouthwood (talk · contribs)'s absence from editing, the case is accepted and suspended for a period of three months, Pbsouthwood is temporarily blocked from the Article namespace, and is temporarily desysopped.

Should Pbsouthwood return to the English Wikipedia during this time and request that this case be resumed, the Arbitration Committee shall unsuspend the case by motion and it will proceed through the normal arbitration process. Such a request may be made by email to arbcom-en@wikimedia.org or at the clerks' noticeboard. Pbsouthwood will remain temporarily blocked and desysopped for the duration of the case.

If such a request is not made within three months of this motion, this case shall be automatically closed, and Pbsouthwood shall remain blocked from the Article namespace and desysopped. Pbsouthwood may regain the administrative tools only via a successful request for adminship or administrator election. The block can be appealed at Wikipedia:Arbitration/Requests/Clarification and Amendment.

The Arbitration Committee has resolved by a series of motions that:

Iskandar323 (talk · contribs) has violated their topic ban. ([1] [2] [3]). Iskandar323 was previously warned by Tamzin on 21 February ([4]) and blocked for 2 weeks by ScottishFinnishRadish ([5]) on 26 November for violating their topic ban.

Since their topic ban in WP:ARBPIA5, Iskandar323 has been engaged in consistently non-neutral editing around the history of Judaism ([6] [7] [8] [9] [10] [11] [12]). This is a continuation of the misconduct that led to the original topic ban.

Iskandar323 is indefinitely banned from the English Wikipedia. This ban may be appealed twelve months after the enactment of this remedy, and every twelve months thereafter.


Levivich is warned for violating their topic ban imposed in Palestine-Israel articles 5 .


Violations of restrictions directly imposed by the Arbitration Committee on a specific editor may be reported directly to the Committee via Wikipedia:Arbitration/Requests/Clarification and Amendment (AR/CA). Unless there are privacy concerns or other factors that are unsuitable for public discussion, emails sent to the Committee about violations will not be acted upon and may be discarded without a response by the Committee. As a general principle, good-faith reports will be directed to AR/CA, and other reports will be ignored.

Based on an explicit finding that a topic ban from the Arab-Israeli conflict has been insufficient to prevent disruption, a rough consensus of administrators at the arbitration enforcement noticeboard may extend an existing topic ban to include other topics related to Israel, Israelis, Jews, Judaism, Palestine, Palestinians, Islam, and/or Arabs. They should cite at least one diff pertinent to each area into which the ban is extended.

Motions to clean up old remedies

The Arbitration Committee has resolved by motion that:

Remedies 1 and 2 of Israel-Lebanon ("Use of blogs" and "Editors cautioned", respectively) are rescinded.

Remedy 3.1 and special enforcement provision 1 of Israel-Lebanon are also rescinded. Any restrictions issued under remedy 3.1 remain in force, and are governed by and may be enforced via the contentious topic designation for the Arab–Israeli conflict.

Remedy 1 of Johnski ("Dominion of Melchizedek semi-protected") is rescinded. Johnski (talk · contribs) may appeal their block using the regular block appeals process.

Remedies 1 and 4 and enforcement provisions 1 and 3 of Lyndon LaRouche are rescinded. Actions previously taken in accordance with the remedy or enforcement provisions remain in force.

The post-decision motion passed from Lyndon LaRouche 2 is rescinded. Any blocks issued under that provision remain in force, and remain governed by the applicable appeals process as if this motion did not pass.

Following a long-running trial, remedies 1 and 2 of Midnight Syndicate are fully rescinded. All topic bans issued in accordance with remedy 2 are also rescinded. Additionally, the two bespoke enforcement provisions are rescinded.

Special enforcement 3 of the Race and intelligence case ("Review of topic-bans") is rescinded. Bans from the Committee may be appealed in the usual way at Wikipedia:Arbitration/Requests/Clarification and Amendment.

Remedy 1 of Regarding The Bogdanov Affair ("Ban on editing Bogdanov Affair") is amended to read:

1) CatherineV (talk · contribs), EE Guy (talk · contribs), Laurence67 (talk · contribs), Luis A. (talk · contribs), ProfesseurYIN (talk · contribs), XAL (talk · contribs), and YBM (talk · contribs) are prohibited from editing Bogdanov affair (edit | talk | history | protect | delete | links | watch | logs | views) and its talk page.

Remedy 2 and enforcement provision 2 ("Notice" and "Additional combatants") are rescinded. Bans issued in accordance with enforcement provision 2 are also rescinded.

Remedies 2 and 3 of Sathya Sai Baba ("Removal of poorly sourced negative information" and "Removal of poorly sourced information", respectively) are rescinded.

Remedy 4 of Sathya Sai Baba 2 ("Prior remedies clarified") is also rescinded.

Remedies 5.1 and 8 of Scientology ("Single purpose accounts with agendas" and "Editors instructed", respectively) are rescinded.

Remedy 3 ("Scope of Scientology topic ban") is amended to read:

3) Editors topic banned by remedies in this proceeding are prohibited (i) from editing articles related to Scientology or Scientologists, broadly defined, as well as the respective article talk pages and (ii) from participating in any Wikipedia process relating to those articles, including as examples but not limited to, articles for deletion, reliable sources noticeboard, administrators' noticeboard and so forth. Appeals will be considered no earlier than six months after the close of this case, and additional reviews will be done no more frequently than every six months thereafter.

Remedy 6 ("Account limitation") is amended to read:

6) Any editor who is subject to remedies in this proceeding is restricted to a single current or future account to edit Scientology-related topics and may not contribute to the topic from a temporary account. They are to inform the Committee of the account they have selected, and must obtain the Committee's approval if they wish to begin using a different account.

Special enforcement provision 2 ("Uninvolved administrators") is rescinded. The normal rules of WP:INVOLVED continue to apply to administrators in the topic area.

Any sanctions issued in accordance with the rescinded remedies remain in effect until appealed. Time-bounded sanctions still expire as if this motion never carried.

Remedies 1, 2, 3, and 5 of Hunger ("Material from The Hunger Project itself", "Negative material", "Current editors", and "Continuing jurisdiction"; respectively) are rescinded. Note that the arbitration policy states The Committee retains jurisdiction over all matters heard by it, including associated enforcement processes, and may, at its sole discretion, revisit any proceeding at any time.

Remedy 2 of User:PolishPoliticians is rescinded.

Remedy 1 of Yoshiaki Omura ("Ban for disruption") is amended to read:

1) Richardmalter is indefinitely banned from editing Yoshiaki Omura or its talk page.

Enforcement provision 1 ("Enforcement by block") is amended to read:

1) Richardmalter may be blocked for up to a year if they edit Yoshiaki Omura or its talk page.

Enforcement provision 3 ("Enforcement by reversion") is rescinded. The policy on reverting banned editors continues to apply to Richardmalter's edits to Yoshiaki Omura–related pages.

All enforcement actions taken in accordance with the rescinded remedy and enforcement provisions remain in force and are to be appealed as if this motion did not pass.

Remedies 1 and 2.1 ("IP editing prohibited" and "Administrators instructed", respectively) are rescinded. The regular sockpuppetry policy and norms around moving pages apply.

Remedy 1.2 of the Climate change case ("Climate change: contentious topic designation") is rescinded. Any actions previously taken in accordance with the contentious topic designation remain in force and are governed by the contentious topics procedure.

Remedy 2 of Climate change ("Climate change sanctions noticeboard superseded") is amended to read:

2) Effective when this case closes, the community sanctions noticeboard for global warming issues should no longer be used for future sanctions discussions. Enforcement of restrictions issued in Climate change or under the contentious topic designation for climate change may be enforced at the standard location, Wikipedia:Arbitration enforcement (AE).

Remedy 2 of the Gun control case ("Contentious topic designation") is rescinded. Any actions previously taken in accordance with the contentious topic designation remain in force and are governed by the contentious topics procedure.

Remedy 6 of The Troubles case ("One-revert rule") is rescinded.

Enforcement provision 2 of The Troubles case ("Terms of probation") is rescinded.

Enforcement of arbitration restrictions

Unless otherwise specified by the Arbitration Committee, should any user violate a restriction imposed directly by the Committee, that user may be blocked as an arbitration enforcement action. Such blocks must be logged in the arbitration enforcement log.

Appeals and modifications of enforcement actions

All active arbitration enforcement actions may be appealed. Only active restrictions may be appealed, and all labelled enforcement actions (including ones alleged to be against policy) must be successfully appealed under the applicable arbitration enforcement appeals procedure before they can be modified.

Unless otherwise specified by the Arbitration Committee, the following procedure governs arbitration enforcement appeals. An editor may:

  1. ask the administrator who first issued the enforcement action (the "enforcing administrator") to reconsider their original decision;
  2. request review at the arbitration enforcement noticeboard ("AE") or at the administrators' noticeboard ("AN"); or
  3. submit a request for amendment ("ARCA"). If the editor is blocked, the appeal may be made by email.

Appeals submitted at AE or AN must be submitted using the applicable template. Only the restricted editor may appeal an editor restriction. Any editor may appeal a page restriction.

A rough consensus of administrators at AE or editors at AN may specify a period of up to one year during which no appeals (other than an appeal to ARCA) may be submitted.

While asking the enforcing administrator and seeking reviews at AN or AE are not mandatory prior to seeking a decision from the Committee, once the Committee has reviewed a request, further substantive review at any forum is barred. The sole exception is editors under an active sanction, who may still request an easing or removal of the sanction on the grounds that said sanction is no longer needed, but such requests may only be made once every six months, or whatever other period the Committee may specify.

Changing or revoking an enforcement action

An administrator may only modify or revoke an enforcement action if a formal appeal is successful or if one of the following exceptions applies:

  • The administrator who originally imposed the restriction (the "enforcing administrator") affirmatively consents to the change,[1] or is no longer an administrator;[2] or
  • The restriction was issued more than a year ago.

A formal appeal is successful only if one of the following agrees with revoking or changing the enforcement action:

  • a clear consensus of uninvolved administrators at AE,
  • a clear consensus of uninvolved editors at AN, or
  • a majority of the Arbitration Committee, acting through a motion at ARCA.

Any administrator who revokes or changes an enforcement action out of process (i.e. without the above conditions being met) may, at the discretion of the Arbitration Committee, be desysopped.

Standard of review
On community review

Uninvolved administrators at the arbitration enforcement noticeboard ("AE") and uninvolved editors at the administrators' noticeboard ("AN") should revoke or modify an arbitration enforcement action on appeal if:

  1. the action was inconsistent with applicable policy (i.e. the action was out of process),
  2. the action was not reasonably necessary to prevent damage or disruption when first imposed, or
  3. the action is no longer reasonably necessary to prevent damage or disruption.
On Arbitration Committee review

Arbitrators hearing an appeal at a request for amendment ("ARCA") will generally overturn an arbitration enforcement action only if:

  1. the action was inconsistent with applicable policy (i.e. the action was out of process),
  2. the action represents an unreasonable exercise of administrative enforcement discretion, or
  3. compelling circumstances warrant the full Committee's action.
Standard provisions

A copy of the standard enforcement provision and appeals procedure will be included in the enforcement section of cases which include an enforceable remedy but do not include case-specific enforcement or appeal provisions.

Wikipedia:Contentious topics § Appeals and amendments is amended to read:

All contentious topic restrictions (and logged warnings) may be appealed according to the standard appeals and modification procedure for arbitration enforcement actions, with two exceptions:

  • Contentious topic restrictions, except site-wide blocks, imposed by consensus at the arbitration enforcement noticeboard may not be modified without a successful appeal (i.e. they do not become ordinary administrative actions after a year); and
  • Renewed page restrictions do not become ordinary admin actions until a year after they were last renewed.

Wikipedia:Arbitration Committee/Procedures § Standard provision: enforcement of restrictions and Wikipedia:Arbitration Committee/Procedures § Standard provision: appeals and modifications are hereby removed from the Arbitration Committee's procedures.
