Hinchliff was educated at The Howard of Effingham School in Surrey and King's College, Cambridge, where he read history and was a member of Cambridge University Labour Club.[6] Afterwards, he studied for an MSc in ecological economics at the University of Edinburgh, graduating in 2016.[6]

He was a Labour Party organiser before working for the charities Independent Age and CPRE.[6] From 2022 to 2024, he was a Labour and Co-operative Party councillor for the Royston Palace ward of North Hertfordshire District Council, where he also held the position of Executive Member for Planning and Transport.[7] [8] He resigned as councillor on 2 September 2024 after his election to Parliament.[9]

Hinchliff was elected as the Labour Member of Parliament (MP) for North East Hertfordshire at the 2024 general election.[10]

In November 2024, Hinchliff voted in favour of the Terminally Ill Adults (End of Life) Bill, which proposes to legalise assisted suicide.[11]
