The RISS missions advise and support countries in establishing or improving their regulatory infrastructure for the safety of radiation sources and the security of radioactive material. They are based on the IAEA safety standards and nuclear security guidance, and the Code of Conduct on the Safety and Security of Radioactive Sources and its supplementary guidance.
The RISS missions are modular and can be tailored to the needs of the country. For instance, the RISS missions can be conducted in countries with essentially no regulatory infrastructure for radiation safety or nuclear security. These missions focus on the national infrastructure as it applies to radiation sources and radioactive material.
The RISS missions evaluate the status of the national regulatory infrastructure for radiation safety and nuclear security, including radiological emergency preparedness and response, as appropriate. In addition, they identify any gaps with respect to the IAEA safety standards, nuclear security guidance, and the IAEA Code of Conduct on the Safety and Security of Radioactive Sources and its supplementary guidance. The RISS missions also advise on regulatory processes related to the establishment of regulations and guides, authorization, inspection and enforcement.
The missions result in a report that includes observations, recommendations, good practices and an action plan with specific measures for strengthening the national regulatory infrastructure.
