The International Nuclear Security Advisory Service (INSServ) helps States to establish and maintain effective nuclear security regimes that include elements that address nuclear and other radioactive material out of regulatory control.
The INSServ is a flexible mechanism that helps States identify their broad nuclear security infrastructure requirements related to nuclear and other radioactive material out of regulatory control. The Service also helps States identify measures needed to prevent, detect and respond to criminal and intentional unauthorized acts involving such material.
INSServ missions are conducted by international teams of experts who evaluate the State’s nuclear security regime, using the IAEA Nuclear Security Series as a basis. The team suggests improvements and acknowledges good practices in a report that the IAEA treats as confidential.
The INSServ report, once agreed by the requesting State, serves as a basis for nuclear security cooperation between the IAEA and the State and contributes to the development and implementation of an Integrated Nuclear Security Support Plan. Such plans review States’ overall and specific needs in terms of capacity to prevent, detect and respond to criminal and intentional unauthorized acts involving nuclear or other radioactive material out of regulatory control.
Depending on its needs, a State can either request a complete INSServ mission that provides a general overview of the nuclear security infrastructure, or particular modules that look at specific topics.
