Mayor McCarthy is a character exclusive to the CD-ROM and CD-ROM Deluxe versions of Mario is Missing! , appearing as the fictional mayor of Marrakech. Like all other mayors in the game, she contacts Luigi via videophone upon his arrival in the city, as well as after all of the artifacts in the area have been returned to their rightful locations. In the first call, Mayor McCarthy states that the city lost four major landmarks since the day before. Once all of the artifacts have been recovered, Luigi receives a second call from Mayor McCarthy, who thanks him for saving the city from the Koopas and wishes him luck on the rest of his adventure. Later in the game, a newspaper article in Kathmandu describes her meeting with Mayor Smallburg, Mayor Devotegetter, and Mayor Schmutznikov in Montana as "The 'M' Club".
Her counterpart in the DOS version is Mayor I. V. Gottserve. The voice of McCarthy refers to herself as "I. V. Gottserve" despite the game's text referring to "McCarthy".
In the European CD-ROM versions, like all mayors, McCarthy's appearance changes every time the player starts a new game or resumes the saved file.
