Some developing countries have made remarkable progress in industrialization, but the process of development has at the same time given rise to serious environmental pollution. Similarities can be pointed out between the present situation in these countries and in Japan at the time of former JEC's establishment. This is especially true in terms of urban concentration and intermixture of industrial and residential areas and the lack of funds and technological expertise in small and medium-sized companies.
The 1992 amendment to former JEC's founding laws calls for providing information to developing countries about JEC's past achievement and expertise. Former JEC compiled records of its business activities and projects with a view to establishing reports made readily available to developing countries. JESCO has succeeded these reports.
