The World Map is immediately available once you gain control of Bartz. However, locations will not be revealed until you've visited a location at least once. To reveal locations on the World Map, you must first find the Key Item World Map.
World Map Location
The World Map Key Item can be found within a Treasure Chest in the Ship Graveyard directly along the path to exit by following the main story.
