Billinghurst overzealously blocked this entire /16 because he found one open proxy. He does not respond to questions about this block, and deletes any messages about it within minutes of posting on his talk page. There is no legitimate reason to block any other addresses on this /16, and this particular IP address has been my own static IP address for over a year. --162.243.153.182 05:12, 20 December 2015 (UTC) Reply

Let me start by stating I'm not a steward, neither is Billinghurst now. At the top of his talkpage a message says to direct your questions of global blocks to this page. It does not matter if you try to poke him anyway, as he can't do anything about it. About your address itself: its address and the range it lies in belongs to a hosting company called Digital Ocean. As far I know this provider has been abused by a lot of people, and thats also the reason why your range was blocked (and likley wont be unblocked per policy). The block should only affect anonymous users and people who have a account shouldn't be affected by it. If you have account you should login, and if you still have issues with an account you could try getting a global IP block exemption for it. If you still insist on editing anonymous, than its possible you might have to wait quite some time for that. --Wiki13 _talk 08:30, 20 December 2015 (UTC) Reply

Hi, my IP has been blocked by User:zzuuzz. I am not sure whether I've just got hit by a ricochet (zzuuzz blocked the entire 91.121.144.0/20 range) or if the reason is that the address 91.121.145.199 indeed belongs to my private OpenVPN gateway. Your policy says that open proxies are not allowed, but this is somewhat different. My server acts as a gateway for a handful of friends only (for security reasons like connecting through unprotected wireless). I highly doubt any of them would participate in any kind of malicious activity against Wikipedia. And even if someone did, I'm always ready and willing to ban such person from using any of my on-line resources for the rest of his/her life. I've double-checked the logs to make sure my server wasn't compromised and I'm pretty confident that it does proxying, but it's definitely far from being open. I'd understand if you didn't care about such nuances and kept the block in place, but I'd like to ask you for lifting the ban anyways, I can assure you that no packet from 91.121.145.199 comes with evil intent. 91.121.0.0/16 is blocked in globally. I think you are talking about procedures to get unblocked from English wikipedia. Regarding the global block, Seems the Ip 91.121.244.232 is spamming, so the range soft blocked, you should be able to edit with an account, please let us know if you need an account. Another IP address from the user already blocked by Steward_requests/Global/2015-11#Global_block_for_2001:8003:.&checktime(2000,0,0,':'):0:0:0.2F38. Same behaviour, same ISP, same location.

Examples:

• Creating pages with no useful content, e.g. mr:हल्क_(कॉमिक्स) and am:ዘንዶኳስ_ዝ
• Then removing delete tags from pages they created, e.g. am:Special:Diff/331397
• And many of them get quickly deleted, e.g. the skwiki link added to [1]

Hi Billinghurst,

I have been trying to fix an issue that I have had with my Wikipedia account for awhile. First I was blocked on my account for something about having a promotional account so I tried to change my username thinking that was possibly the problem but I was still blocked. The message I got before said I was welcome to make an account for myself so I tried to make a new account and now I got a message saying you blocked my IP address and something about a spambot. Here is the message I got when I tried to make a new account:

"You do not have permission to create this user account, for the following reason:

Your IP address is in a range which has been blocked on all wikis.

The block was made by Billinghurst (meta.wikimedia.org). The reason given is Cross-wiki spam: spambot: Calgary Adfarm Ticket#2015120910025961.

 Start of block: 11:35, 10 December 2015
 Expiry of block: 03:43, 7 November 2016

You can contact Billinghurst to discuss the block. You cannot use the "Email this user" feature unless a valid email address is specified in your account preferences and you have not been blocked from using it. Your current IP address is 208.98.237.125, and the blocked range is 208.98.224.0/19. Please include all above details in any queries you make."

Can you please clarify with me what is going on and tell me if there is anyway for me to fix this issue?

You may request rename instead of your existing account at Steward requests/Username changes. Then request unblock of your user account at your talk page in the English Wikipedia. Account creation is blocked to prevent further spam, as it seems the reason given in the global block is "cross-wiki spam".

@QuiteUnusual: Account creation is also blocked, which the anonymous user stated. They cannot create an account, but they can still login. Pokéfan95 (talk) 12:32, 16 January 2016 (UTC) Reply
