Leaving fullscreen causes the launcher to rapidly appear and then disappear

Bug Description

Binary package hint: unity

In Banshee, Chromium and Firefox (and I assume other applications with a full screen option):

1. Maximise the window
2. Go into fullscreen mode (F11)
3. Leave fullscreen mode (F11)

When you leave fullscreen mode then the launcher pops out, and immediately hides.

I think the launcher should not show.
