Ça n'existe plus, ce n'est plus très utile et la techno est un peu trop complexe pour ça.
Ce qu'on appelle le formatage bas niveau de nos jours c'est en général juste remplir de zéros.
Une explication rapide :

Over time, the tracks on the platters would move relative to where the heads expected them to be, and errors would result. These could be corrected by doing a low-level format, rewriting the tracks in the new positions that the stepper motor moved the heads to. This is totally unnecessary with modern voice-coil-actuated hard disks. »

The low level process first used years ago in MFM hard drives bears little resemblance to what we now call a "low level format" for today's ATA (IDE) drives. The only safe method of initializing all the data on a Seagate device is the Zero Fill option of DiscWizard. »
