L'utf-8 est très emmerdant pour certaines langues, notamment asiatiques (chinois, japonais...). Il fait perdre beaucoup de place car, étant donné le nombre de caractères que ces langues utilisent, le 16 bits est une obligation (les JIS, EUC... sont en 16 bits).
La situation est très compliquée.
