As a special exception, the Complete Corresponding Source Code need

Celà veut-il dire qu'il est possible de créer un logiciel GPL au dessus d'une bibliothèque / framework / systeme / n'importe quoi propriétaire ? Le problème de KDE qui était basé sur un Qt propriétaire (à l'époque) ne serait plus un probleme ?
