This case study explores how Indian Railways—India’s largest public sector employer—modernized its human resources management by replacing outdated paper-based processes with a centralized digital system. Developed in-house, the new platform improved transparency, efficiency, and access to services for over 1.5 million employees. Despite initial challenges like low digital literacy and resistance to change, early wins and phased implementation helped drive adoption. The experience offers practical lessons for managing large-scale digital reform in complex public institutions.
