Mr. Singh, an Indian national, holds an M.Phil degree in Politics and International Relations from Jawaharlal Nehru University, New Delhi, India. He specializes in project finance and management, logistics and e-commerce, and supply chain management.

He has more than 22 years of professional experience including a little over three years in ADB. He joined ADB in 2020, and is working as the Senior Portfolio Management Specialist with the office of Director General, South Asia Department of ADB. He leads the portfolio management team in the front office and monitors the implementation of the ongoing sovereign portfolio of ADB financed projects in six South Asian countries. He also plays a major role in assessment of readiness of the pipeline projects for ADB financing.

Prior to joining ADB, he was working as a Director in the Department of Economic Affairs (Ministry of Finance) of Government of India, and handled government’s engagements with World Bank, ADB, AIIB, EBRD, AfDB, and IFAD on both policy and operations. As a senior civil servant from India with an extensive experience of two decades in the Indian bureaucracy in various positions, he is well versed in the engagement and partnership between the Government and the Multilateral Development Banks and International Financial Institutions.
