What is National Center for Offenders Rehabilitation?
The Ministry of Justice established National Center for Offenders Rehabilitation for offenders and delinquents disadvantaged by lack of assistance from family or private offender rehabilitation facilities. These centers are temporary accommodations adjoining probation offices. In these centers, probation officers directly provide intensive supervision and/or extensive employment support for offenders and delinquents in order to prevent re-offending, help their rehabilitation, and promote the development of a safe and secure society and communities.
National Center for Offenders Rehabilitation includes four facilities. Two centers implement intensive specialized treatment according to criminogenic needs in Fukushima City, Fukushima Prefecture and Kitakyushu City, Fukuoka Prefecture. Other two centers conduct vocational training of agriculture called National Centers for Offenders Job Training and Employment Support in Numata-cho, Hokkaido and Hitachinaka City, Ibaraki Prefecture.

National Center for Offenders Rehabilitation
In Fukushima and Kitakyushu National Center for Offenders Rehabilitation, probation officers intensively supervise parolees by implementing specialized treatment programs and life skills training. Probation officers also carry out substantial employment support collaborating with Cooperative Employers or Job Centers.
Fukushima National Center for Offenders Rehabilitation opened in August 2010 adjoining the Fukushima Probation Office, and Kitakyushu National Center for Offenders Rehabilitation opened in June 2009 adjoining the Fukuoka Probation Office (Kitakyushu Branch).

National Centers for Offenders Job Training and Employment Support
At Numata-cho and Ibaraki National Centers for Offenders Job Training and Employment Support, probation officers carry out vocational training in agriculture, provide employment support for jobs in agriculture, and teach life skills to offenders and delinquents.
Numata-cho National Center for Offenders Job Training and Employment Support for juvenile parolees opened in October 2007 adjoining Asahikawa Probation Office Numata-cho Representative Office, and Ibaraki National Center for Offenders Job Training and Employment Support for adult parolees opened in September 2009 adjoining Mito Probation Office Hitachinaka Representative Office.
