Captioning was also provided for Q26/16 and Q28/16 sessions (transcripts are available from the IFA).
  • The meeting had 388 participants (53 physical and 335 remote-only) from 29 countries during the meeting period (up 31% compared to 296 at the previous meeting). The final list of participants is available in TD97/Plen.

Major accomplishments

  • Organization for this study period: The structure and leadership for this study period was reviewed / agreed [SG16-TD5/Plen, SG16-TD6/Plen]. The working party structure and Question allocation is as follows:
    • Working Part 1/16 "Infrastructure for multimedia systems" co-chaired by Shin-Gak Kang and (Rep. of Korea) and Marcelo Moreno (Brazil) with Questions 11, 13, 21, 22, 27/16.
    • Working Part 2/16 "Multimedia digital services and human aspects" co-chaired by Mohannad El-Megharbel (Egypt) and Hideki Yamamoto (Japan) with Questions 23, 24, 26, 28/16.
    • Working Part 3/16 "Audiovisual technologies and intelligent immersive applications" co-chaired by Hideo Imanaka (NICT, Japan) and Yuan Zhang (China Telecom, China) with Questions 5, 6, 8, 12/16.
    • Question 1/16 remains assigned to Plenary, with Sarra Rebhi (Tunisia) as Rapporteur.
    Most Rapporteurs were reinstated, based on their availability (see Appointments, below). The list is kept up to date on the SG16 website.
  • WTSA-24: Recognizing that this is a short study period, an ad hoc group of the plenary was created to advance the discussions in SG16 for the proposals to WTSA-24, in particular for its study Questions and Res.2 mandate, lead roles and guidance. The SG16 AHG-WTSA will meet online regularly until the end of the study period to review progress of discussions ITU-T wide as well as to consider member contributions on the topic [SG16-TD72/Plen]
  • Focus groups: Two of the SG16 FGs concluded its activities, FG-VM and FG-AI4AD. The reports to the SG16 plenary highlighted its activities and in particular deliverables that were moved into the standardization track within Q27/16 [SG16-TD12/Plen, SG16-TD14/Plen]. The FG-AI4H will run till September 2023 and reported on three deliverables and on its progress for the establishment of a Global Initiative on AI4H between ITU and WHO [SG16-TD13/Plen].
  • Correspondence group on metaverse: The CG-Metaverse provided a progress report [SG16-TD21/Plen] and during this SG16 meeting focused on refining a proposal towards an ITU-T Focus Group on metaverse. The group agreed to extend its activities until the next SG16 meeting in July 2023 [SG16-TD45-R1/Plen] and provided input to TSAG on the creation of an FG on metaverse / (LS in [SG16-TD46-R2/Plen]; ToR [SG16-TD39-R4/Plen]). Messrs Shin Gak Kang (ETRI, Rep. of Korea) and Kepeng Li (Tencent, China) will continue to convene the CG-Metaverse. The file repository is in the SG16 IFA and the mailing list for the CG-Metaverse is t22sg16cgmetaverse@lists.itu.int (subscribe here).
  • Proposed Question on computer audition: The meeting reviewed a proposal in SG16-C127 to create a new Question Q.IASS on intelligent auditory systems and services that explore how machines can explore information in audio signals (i.e. "computer audition") to perform a number of tasks (for example, parsing voice commands, detection of health conditions, forecast machinery failure in a factory, etc). While it agreed that it is important to study the topic, creation of a new Question should be considered within the context of SG16 proposals to WTSA-24. In the meantime, work on computer audition will continue under Q5/16 with an informally agreed updated set of ToRs that highlight the specific computer audition study areas [SG16-TD59/Plen].
  • Video and image coding standards: At this meeting, collaboration on image compression continued with JPEG (JTC1/SC29/WG1) with the start of approval process for three common texts:
    • ITU-T T.807 | ISO/IEC 15444-8 Ed.2 "Information technology – JPEG 2000 image coding system: Secure JPEG 2000" (Rev.) [TD80/Plen]
    • ITU-T T.808 | ISO/IEC 15444-9 Ed.2 "Information technology – JPEG 2000 image coding system: Interactivity tools, APIs and protocols" (Rev.) [TD73/Plen]
    • ITU-T T.816 | ISO/IEC 15444-17 Ed.1 "Information technology – JPEG 2000 image coding system: Extensions for coding of discontinuous media" (New) [TD81/Plen]
    For video compression work, collaboration continued within the context of the JVET, as well as with the start of a new joint work for the development of a new Supplement H.Sup.MACVC on optimization of encoders and receiving systems for machine analysis of coded video content.
  • Maintenance of echo cancelling specifications: Work was completed on a corrigendum to ITU-T G.168 "Digital network echo cancellers" to correct reference errors [TD56/Plen].
  • Accessible telehealth: Following adoption by both ITU and World Health Organization (WHO) of ITU-T F.780.2 on use cases and requirements for accessible telehealth services, new work started to define a conformity testing specification to enable verification that implementations meet the necessary requirements [SG16-TD31/WP2].
  • Safe listening: Following approval of the 2nd edition of ITU-T H.870 "Guidelines for safe listening devices/systems", which is a joint standard of ITU and WHO, work started on a revised version of the conformity testing specification for the joint ITU & WHO standard [SG16-TD37/WP2].
  • Digital health: Maintenance work for the Continua Design Guidelines of the H.810 series continued with revised ITU-T H.845.10 "Conformance of ITU-T H.810 personal health system: Personal Health Devices interface Part 5J: Insulin pump" [TD32/Plen]. Two other new Recommendations and one new Technical Paper were also completed:
    • ITU-T F.760.1 (ex F.EMRESCUE) "Requirements and reference framework for emergency rescue systems" [TD55-R1/Plen]
    • ITU-T F.780.3 (ex F.TCUR-UHD) "Use cases and requirements for ultra-high-definition teleconsulting system" [TD94/Plen]
    • ITU-T FSTP-CONF-F780.1 "Technical paper: Conformance test specification for F.780.1" [TD58/Plen]
  • Multimedia conferencing systems: A corrigendum was prepared for ITU-T H.245, which is part of the H.323 system that is used worldwide for supporting IP-based multimedia communications [TD31/Plen]. Updates were also completed for the MPEG-2 system specification in H.222.0 | ISO/IEC 13818-1 with correction of important missing field [TD29/Plen] and the addition of support for of MPEG-5 Part 2 Low Complexity Enhancement Video Coding (LCEVC) and other improvements [TD30/Plen].
  • Intelligent transport systems (ITS) and vehicular multimedia: Work completed at this meeting for new H.Sup20 (ex H.Sup.ITS-SD) on practice for intelligent traffic sensing device deployment in the roadside [TD92/Plen]. Work was started to evolve a deliverable of the ITU-T FG-AI4AD into an ITU-T Recommendation for a specification for automated driving safety data protocol (provisionally labelled H.ADSDP-spec) [TD70/WP1].
  • Digital culture: New work started on virtual reconstruction system for restoration of cultural relics and artworks based on artificial intelligence [TD40/WP2].
  • Content delivery networks (CDNs), IPTV and Digital Signage: At this meeting, work completed on new ITU-T H.644.5 (ex H.MCDN-CRRS) "Functional architecture of content request routing service in MCDN" [TD48/Plen]. Work started on a new WI H.AMR-ARCH "Requirements and architecture for multimedia functions for autonomous mobile robots connected with network" [TD46/WP1]
  • Video surveillance: In addition to progressing the current work items, work started on new F.MGSReqs on model generalization [SG16-TD36/WP3] and F.MFSVreqs on multimodal fusion system for vision [SG16-TD37/WP3] for intelligent video surveillance. Work completed on four new Recommendations and one new Technical paper:

  • Civilian unmanned aerial vehicles: TAP approval process started for ITU-T F.749.16 (ex F.CUAV-LX) "Requirements for logistics express delivery based on civilian unmanned aerial vehicles" [TD47/Plen]. Experts will also work on a new specification for framework and requirements on the use of CUAVs in emergency services (F.CUAV-ES ) [TD513/WP1].
  • Ubiquitous multimedia applications: New study will start on three new WIs for digital humans [TD21/WP1, TD27/WP1, TD30/WP1], one on computer audition for machinery fault diagnosis [TD28/WP1] and three others on multimedia data asset management, status monitoring, and media processing platforms [TD29-R1/WP1, TD20/WP1, TD33-R1/WP1]. Two new Recommendations extend the toolset of SG16 Recommendations for support of multimedia applications and services:
    • ITU-T F.746.14 (ex F.CVR-RRF) "Requirements and reference framework for cloud virtual reality systems" (New) [TD43/Plen]
    • ITU-T F.746.17 (ex F.MPSReqs) "Requirements for media processing services" (New) [TD44/Plen]
  • AI and machine learning: The multimedia AI topic was very active at this meeting. In addition to various ongoing and 14 new work items, ten texts were completed:

    • ITU-T F.751.5 (ex F.DLT-DMPG) "Requirements for distributed ledger technology-based power grid data management" (New) [TD49/Plen]
    • ITU-T F.751.6 (ex H.DLT-PAM) "Performance assessment methods for distributed ledger technology platforms" (New) [TD51/Plen]
    • ITU-T F.751.7 (ex H.DLT-FAM) "Functional assessment methods for distributed ledger technology platforms" (New) [TD50/Plen]
  • Immersive live experience: In addition to progressing the various existing work items, ILE work started on H.IIS-FA concerning an architecture for interactive immersive services systems [TD79/WP3].
  • Accessibility: Worked progressed with the approval of a revised technical paper ITU-T FSTP.ACC-WebVRI (V2) "Technical paper: Guideline on web-based remote sign language interpretation or video remote interpretation (VRI) system" [TD53/Plen]. Work started for a new Technical Paper FSTP-ACC-Rural "Use cases of accessibility to multimedia systems in rural and out-of-home environments" [TD39/WP2]. Collaborative work continued within the IRG-AVA on J.acc-us-prof on "Common user profile format for audiovisual content distribution" and with JTC1/SC35 "User interfaces" for two joint texts:
    • Draft H.ACC-GVP Guidance on the Visual presentation of audio information, including captions and subtitles (twin text of ISO/IEC 20071-23).
    • Draft F.ACC-AVSL Visual presentation of audio information in sign languages (twin text of ISO/IEC 20071-24).
  • Human factors: In addition to ITU-T F.747.10 approved at the opening plenary (see details above), two new work items were created:
    • F.ECHO "Requirements for conversation system in a hybrid work environment" [TD18/WP2]
    • F.DSDP "Requirements for intelligent UI for digital safety diagnosis platform" [TD17/WP2]

    • Next SG16 meeting: currently planned in Geneva, [17-28] July 2023 (exact days TBC).

      • April-May 2024, outside Geneva; collocated with SC29 JPEG and MPEG activities.

    Summary of Questions' Results

    Question 1/16 Summary

    Q1/16 held two sessions: the first on Wednesday 20 October 2022 and the second on 26 October 2022. The target of this meeting was to review the incoming liaison statements and identify the ones that need reply. Four outgoing liaison statements were produced (TD65/Plen). No interim meetings are planned for Q1/16.


    Question 5/16 summary

    Question 5/16 met for 19 sessions during the SG16 meeting, to review 37 contributions. Work was completed for ITU-T F.748.17, F.748.18, F.747.12, F.746.15, F.742.1, F.748.19, F.748.20, F.747.11, F.748.21 and F.746.16. Question 5/16 progressed on work items including F.FRTVM, F.FML-TS-FR, F.AI-CPP, F.ADT4MM, F.ML-ICSMIReqs, F.TCEF-FML, F.IMCSI, F.AI-SF, F.AI-RMCDP, H.FDISarch. Question 5/16 agreed to start 19 new work items on F.DBDA, F.AICP-DA, F.DH-PE, H.FL-AC, F.MAS, F.DHAI, F. JSQSUDAC, F.AICP-FRRC, F.AI-CIS, F.DCOR-reqs, F.VTIS-req-frame, F.DCSS, F.AI-TRSMT, H.AI-MPS, F.RFDSSN, F.DHSMD, F.FRTVM, F.IMCSI, F.AIM-RCM. The Question produced 13 outgoing liaison statement at this meeting. The Question plans 1 meeting in the interregnum period.


    Question 6/16 summary

    Question 6/16 met for three sessions during the SG16 meeting, with the primary goals to review the progress of Q6/16, JVET, and JPEG work, prepare texts for Consent, and plan for additional work items. On topics related to the coding of video, a substantial portion of the video coding work of Question 6/16 is being conducted jointly with ISO/IEC JTC1/SC29 in JVET. A meeting of JVET was held in coordination with this meeting of SG16, although that current meeting of JVET was held in Mainz, Germany, on an exceptional basis under the auspices of ISO/IEC JTC1/SC29 rather than the auspices of SG16 due to difficulties with facilities arrangements. Remote access to the JVET and SG16 meetings was made available, such that it was possible for attendees to participate in both meetings. JVET is tasked with maintenance and enhancement of H.26x video coding Recommendations including VVC, HEVC, and AVC, and the associated Rec. H.274 VSEI and Rec. H.273 CICP standards, and some other related matters. JVET has also been conducting exploration studies of future video coding technologies. A joint meeting of Q6/16 with SC 29/AG 2, SC 29/WG 2, SC 29/WG 4 and SC 29/WG 5 was held during the current meeting of SG16 regarding MPEG's exploration on video coding for machines (VCM), which aims to improve the ability to effectively apply machine analysis technology to decoded video. Summaries of the responses to a VCM Call for Proposals and a VCM Call for Evidence were provided to Question 6/16, and areas of joint interest were discussed at length. A significant outcome of the joint meeting was the agreement to jointly develop a Supplement in ITU-T and a corresponding Technical Report in ISO/IEC on methods for using an existing video coding standard with specialized non-normative optimization of encoders and receiving systems to improve the results of machine-analysis tasks, and it was agreed to develop that Supplement in the JVET joint collaborative team. A corresponding new work item (provisionally named ITU-T H.Sup.MACVC "Optimization of encoders and receiving systems for machine analysis of coded video content") was added to the work programme. A planned revision of the Rec. H.273 coding-independent code points specification was also added to the work programme. On topics related to the coding of images, a substantial portion of the image coding work of Question 6/16 is conducted jointly with ISO/IEC JTC1/SC29/WG 1 (JPEG). On topics related to the coding of images, Q6/16 forwarded one new Recommendation (T.816 V1) and two revised Recommendations (T.807 V2 and T.808 V2) for AAP Consent. All three of these are common text with ISO/IEC. Also added to the work programme were three planned revisions of other image coding related Recommendations, thus bringing the total number of new work items started by Q6/16 at this meeting to five. Work was not stopped on any work items by Q6/16.
    On matters relating to other types of signals than video and imagery, Q6/16 also produced a corrigendum for G.168 "Digital network echo cancellers" for Consent. Thus, a total of four texts for Consent were produced by Q6/16 at this meeting. Q6/16 is planning to hold two Rapporteur meetings and two JVET meetings before the next SG16 meeting around July 2023 and to also hold a JVET meeting in a collocated fashion with that next SG16 meeting under its auspices. The Question prepared five outgoing Liaison Statements.


    Question 8/16 summary

    Question 8/16 met for seven sessions during this SG16 meeting, chaired by the Rapporteur, Mr Hideo Imanaka (NICT, Japan), and acting associate rapporteur, Mr Jiro Nagao (NTT, Japan). The meeting discussed seven contributions and several input Liaison Statements. The meeting was held both offline and online, and twelve experts attended. As the result, draft Recommendations H.IIS-Reqts, H.430.3 and H.ILE-Haptic, were updated according to the discussion results of contributions and liaisons. One new work item, H.IIS-FA: Functional architecture of IIS system, was established, and no existing items were discontinued. Eight outgoing LSs were agreed. Q8/16 will have one interim rapporteur group rapporteur meeting in May or April 2023. In this meeting, Mr Jiro Nagao (NTT, Japan) was proposed and agreed as a new associate rapporteur.


    Question 11/16 summary

    Question 11/16 had a successful meeting and looked at proposed corrections of errors found in H.245 (v17). Q11/16 reviewed final text for a new corrigendum and amendment to the common text ITU-T Rec. H.222.0 | ISO/IEC 13818-1. Q11/16 proposed two corrigenda and one amendment for Consent. The Question does not plan to hold any interim Rapporteurs meeting and did not produce any outgoing LSs.


    Question 12/16 summary

    Question 12/16 met for six sessions during the SG16 meeting, under the chairmanship of Ms Yuan Zhang (China Telecom, China) and Mr Haitao Zhang (BUPT, China). The Question received eleven contributions. During the sessions, Q12/16 agreed that five draft Recommendations H.627.3 (ex H.PIVSS), F.743.22(ex F.ATVSReqs), F.743.19 (ex F.IVS-ISC), F.743.18 (ex F.5GUHDC) and F.743.23(ex F.BVSSI) for consent, and one technical paper FSTP-VS-SDCA for agreement. The Question progressed on work items F.VSSReqs and H.VSBD. The Question agreed to start two work items F.MGSReqs and F.MFSVreqs. The Question produced two outgoing liaison statements at this meeting. The Question plans on holding one interim (e-)meeting.


    Question 13/16 summary

    Question 13/16 progressed the work on six draft Recommendations: F.IPTV-VRSReqs "Requirements of enabling VR service based on IPTV architecture", H.IPTV-LSFA "Layered specification for the IPTV service platform functional architecture", H.MCDN-CRRS "Functional architecture of content request routing service in MCDN", H.CDN-MECptl "Mobile/multi-access content delivery network: Protocols", H.IPTV-OpMcast "Requirements and architecture for open IPTV multicast service", H.IPTV-PS "Application event handling: Overall aspects of personalized IPTV service". The Question started one new work item: ITU-T H.AMR-ARCH "Requirements and architecture for multimedia functions for autonomous mobile robots connected with network". Four work items were closed. The Question prepared twelve outgoing liaison statements, addressed inter alia to ETSI ISG MEC, ITU-T SG3, SG5, SG9, SG13, SG20, ITU-R SG6 and ITU SCV. Q13/16 completed work on one Recommendation for Consent H.644.5 (ex H.MCDN-CRRS) "Functional architecture of content request routing service in MCDN" (New). The group plans to hold online rapporteur group meetings in January and April 2023. The group also expressed their desire to join a possible WP1/16 plenary meeting in October 2023 timeframe.


    Question 21/16 summary

    Question 21/16 experts met for sixteen sessions during this meeting. Q21/16 agreed to Consent two draft new Recommendations and Determine one draft new Recommendation, to start seven new work items at this meeting. Q21/16 prepared six outgoing LSs and it plans to hold a virtual Rapporteur meeting in March 2023.


    Question 22/16 summary

    At this meeting, Question 22/16 held eight sessions to review and discuss the nineteen incoming Contributions. The Question agreed to submit four draft new Recommendations for Consent, namely F.751.5 (ex F.DLT-DMPG), F.751.6 (ex H.DLT-PAM), F.751.7 (ex H.DLT-FAM) and F.751.8 (ex H.DLT-TFR). The Question decided to initiate ten new work items and updated three work items under study according to the discussion of Contributions received. The Question produced one outgoing LS to ITU-T Study Groups 2, 5, 11 ,13, 17, 20, JPEG and MPEG to inform them the latest progress to seek further collaborations.
    In the WP1/16 meeting 4 Member States (UK, USA, Canada, Japan) raised to change the approval process of "ITU-T F.751.8 (ex H.DLT-TFR) "Technical framework for DLT to cope with regulation" (New)" as TAP due to the relation with regulation and policy matters. WP1/16 agreed and the ITU-T F.751.8 was determined in the meeting. The request to change approval process from AAP to TAP is in TD95/PLEN.


    Question 23/16 summary

    Question 23/16 received eight contributions, in which one contribution proposing to create a new work item, five contributions proposing to progress the ongoing work items, and two contributions proposing for consent. During the meeting, eight contributions were reviewed, creation of one new work item was agreed and seven ongoing work items were progressed. Q23/16 prepared one outgoing LS at this meeting. The experts are planning to hold two online interim meetings.


    Question 24/16 summary

    Question 24/16 was addressed in four sessions during this meeting. Two new work items F.ECHO and F.DSDP were proposed and agreed to be established. Six contributions were discussed to progress on-going work items and reflected in each draft Recommendation. The next interim Rapporteur meetings are planned to be held in February and April 2023, either online or physical with remote participation. The Question produced no outgoing liaison statements at this meeting.


    Question 26/16 summary

    Question 26/16 has agreed to proposed FSTP-ACC-WebVRI(V2) for approval at this meeting. It has created a new work item for a Technical Paper FSTP-ACC-Rural on the use cases of accessibility to multimedia services in rural areas, using movable vehicles to present information and getting signals from satellites. It had an extensive discussion on accessibility and metaverse and created some text to be included in a future new work item. We had a presentation from Mr Jonathan Hassel on ISO standard on accessibility score cards (ISO/IEC 30071-1:2019) developed in JTC1/SC35, with which SG16 collaborates. The Questions did not prepare any liaison statements and is not planning an interim meeting.


    Question 27/16 summary

    Question 27/16 was addressed in 10 sessions under the chairmanship of Mr Fernando Masami Matsubara (Mitsubishi Electric, Japan), and Hongki Cha (ETRI, Korea), 11 contributions and 6 LSs were reviewed. The group agreed to submit for Approval the "draft new Supplement H.Sup.ITS-SD to ITU-T H.550-H.599 series: Practice for intelligent traffic sensing devices' deployment in roadside" (SG16-TD65/WP1). Q27/16 progressed the work of two draft Recommendations: F.VG-AD-Reqs and F.DMVSF-Edge. Q27/16 agreed on the creation of two new WIs: "New: H.ADSDP-spec Automated driving safety data protocol-Specification", and "New: F.VSAI-ARCH: Functional architecture of multimedia communication enabled vehicle". Q27/16 prepared three outgoing liaison statements. The group plans to hold one RGM in conjunction with WP1/16 in March 2023. Q27/16 thanked Mr Fernando Masami Matsubara (Mitsubishi Electric, Japan), who retires at the end of the year, for his long-standing work as Rapporteur. Mr Hideki Yamamoto (OKI, Japan) was nominated acting Rapporteur and Mr Naoki Shimizu (Mitsubishi Electric, Japan) joins Mr Hongki CHA, (Rep. of Korea) as Associate Rapporteur.


    Question 28/16 summary

    Question 28/16 agreed to create two new work items with WHO, the testing specification for the newly developed global standard for accessibility in telehealth, and the revised testing specification for the safe-listening devices. Q28/16 also completed work on two draft Recommendations on emergency rescue and ultrahigh definition healthcare consultation. We also proposed for approval of the testing specification of ultra-high-definition medical imaging. We made progress on work items on telemedicine, artificial intelligence, and tele-audiology. The Question produced three liaison statements and plans one interim meeting.
