​Capacity-building is key to improving the speed, quality and effectiveness of emergency preparedness and response. Capabilities related to humanitarian needs (food, telecom/ICTs, medical supplies, shelter, etc.) must be developed with a focus on increasing the capacity of staff to respond to challenging scenarios, improving accountability and measurement of outcomes, and reducing risk of disasters where possible. Check out these e-learning modules on:​ ​
  • ​​​​​Monitoring & Evaluation of Early Warning for All​​: This is an online self-paced course developed in alignment with the global goal set forth by the UN Secretary-General: ensuring that ‘all people on Earth must be protected by early warning systems.’ Achieving this vision demands effective monitoring and evaluation (M&E) practices, which are crucial for guiding decision-makers, tracking progress, and demonstrating the real-world impact of early warning systems. To aim this objective, the Early Warnings for All (EW4All) initiative has established a comprehensive M&E framework that includes a set of global indicators and a structured approach to results-based management.
  • An Introduction to Developing National Emergency Telecommunication Plans: The course provides step-by-step guide on how to develop National Emergency Telecommunications Plans following the multi-hazard, multi-technology, multi-phase and multi-stakeholder principles.
  • Practical Disaster Response: How to Develop Table Top Simulation Exercises (TTX): This course provides guidance for developing table top simulation exercises which will help to test if NETPs and other national strategies for disaster preparedness and response are ready to be used when disasters strike.
  • The Tampere Convention and Telecommunications Deployments when Disasters Strike: The objectives of the course are to understand the importance of the Tampere Convention, its evolution, the process of ratification and implementation, its benefits and challenges in the implementation process. At the end of this course, participants will have a general understanding of the core issues of the Convention, how it operates and what the processes are for its effective implementation.
These online modules allow ITU to build capacity and increase knowledge on the topic of emergency telecommunications and to continue to build disaster resilience, even in times of the current pandemic. These self-paced courses, which are based on our publications, present the information in an interactive way through a step by step process. The courses are available throughout the year and are free of charge.

  • How to ensure inclusive digital communication during crises and emergency situations​ (2020). This course is an introduction to inclusive digital communication. It highlights the importance of delivering accessible digital information and communication across a range of digital platforms, and in multiple formats. It focuses on the importance of incorporating ICT accessibility when developing contingency and national emergency telecommunication plans at local, regional, and national levels. ICT accessibility not only addresses the needs of persons with disabilities, but it also ensures vital information and communication can be accessed, understood, and used other persons including those with specific needs, older citizens, women, girls, refugees, and migrants.The goal of this knowledge resource is to strengthen ITU Members and stakeholder's capacity on the topic of inclusive digital communication.

ITU plays an important role in using ICTs for disaster risk reduction and management, through the design of national emergency telecommunication plans, the setting up of early warning and monitoring systems and the provision of emergency telecommunications equipment when disasters strike.
