F. Cleo Kawawaki has more than 32 years of professional work experience, including 22 years in ADB. Cleo has led ADB projects worth over 6ドル billion and managed a 7ドル billion portfolio. In December 2014, she was promoted to Director and went on to become Deputy Director General in the Southeast Asia Department in July 2017. In 2021 she became a Senior Advisor in the Central and West Asia Department. Cleo was appointed Head of OPPP in January 2022.
Ms. Kawawaki joined ADB in October 2000 as a Commercial Cofinancing Officer in the former Office for Cofinancing Operations. In January 2004 she joined ADB’s Southeast Asia Department as a Senior Private Sector Development Specialist. In 2006 she was transferred to the Central and West Asia Department as a Senior Private Sector Development Specialist and was promoted to Principal Energy Specialist in 2008.
Before ADB, she worked as an investment banker at Nomura Securities in Japan and in Hong Kong, China. There, she led documentation for UK electricity privatization and worked as a transaction advisor for state-owned enterprises. Cleo also structured finance and managed syndication for equity and bond sales. Immediately before joining ADB, she structured transactions for Miyazawa initiative debt guarantees to support ASEAN countries.
ADB has been appointed transaction advisor to the Department of Transportation of the Philippines on three projects crucial to improving the use of public transportation and enhancing efficiency for commuters.
ADB has signed a transaction advisory services agreement with the Government of Kazakhstan for its Hydropower Development Program. ADB’s mandate is to work with the government to conduct pre-feasibility studies, assist in preparing auction documents and a template power purchasing agreement, and attract competitive offers to crowd in investors.
ADB has been awarded a contract as transaction advisor to help the Philippines Power Sector Assets and Liabilities Management Corporation (PSALM) to monetize the Caliraya–Botocan–Kalayaan (CBK) hydroelectric power plant complex and enhance energy security in the country’s main island of Luzon.
ADB has partnered with the Public–Private Partnership Center in the National Investment Agency under the President of the Kyrgyz Republic to help the country develop public–private partnerships in high potential sectors—such as digital, renewable energy, social, and urban mobility—and spur growth.
ADB, as a transaction advisor for the Government of Bangladesh’s Rampura Amulia Demra Expressway public–private partnership project, has mobilized 261ドル million of private sector capital for a four-lane, 13.5 kilometer expressway that will ease traffic congestion and provide better connectivity between the capital Dhaka and other major cities.
ADB signed a transaction advisory services mandate with Cambodia’s national utility company Électricité du Cambodge to support the development of 2 gigawatts of solar power in Cambodia.
