I happened to see your appealing message on the Wiki Forum, which might be removed by moderator soon as usual, since that discussion page means for the administrative or technical issues, not applies to personal affairs. I don't know your son 's story, nor have any idea on how the system works. I guess that his case has passed beyond the Arbitration process (https://en.wikipedia.org/wiki/Wikipedia:Arbitration_Committee) of the local domain; and if it was an account ban, then the IP exemption (https://en.wikipedia.org/wiki/Wikipedia:IP_block_exemption) would not be applicable.

You might check out the Foundation's resources such as an ombudsman's procedural review (https://meta.wikimedia.org/wiki/Ombuds_commission) on the local board's compliance, or a case review appeal (https://meta.wikimedia.org/wiki/Wikimedia_Foundation/Legal/Community_Resilience_and_Sustainability/Trust_and_Safety) if available.

Before sending out a letter or an application form, you might like to consult a lawyer or any legal experts for strategy or proofreading to assure its proper phrasing of legal statement with the valid viewpoints up to the required standard, since each channel might have limited chances for the same repeated case, hence each time of failure against the applicant could become a precedent hindering the later follow-ups.
