As usernames are part of Single Unified Login the ability to blacklist these is held centrally at MetaWiki; so local additions will not work for preventing the creation of accounts of matching usernames.

Whereas the local or global title blacklist will both prevent the creation of pages that match the regular expressions, though local entries will only affect the wiki where the entry is in the local blacklist.

To note that there is no public log available for hits on local or global title blacklists that can be reviewed by any advanced rights holders (per local rights or global rights), so essentially the consequences of this list will go unsighted.
