Note: I tried adding the code as instructed, but it was (predictably) blocked.
I propose the removal of Sci-Hub from the spam blocklist. It is an important source of academic papers. In such, it has similarities to websites that are not blocked, such as Researchgate and the Internet Archive. Enabling links to Sci-Hub will help readers check sources and continue their research on scientific themes. A lesser point is that it will also help Wikipedia editors. It's easier to check information that is freely available. And if editors made an edit based on information taken from Sci-Hub, they should link the paper on Sci-Hub.
I believe the lines to be removed from the Blocklist are these two:

- Dear @Lieferung:, the website mentioned (muze.gen.tr) is not affiliated with the Turkish Government or the Ministry of Culture and Tourism. The official website of the Ministry is muze.gov.tr, which I have re-confirmed through direct contact with the Ministry. They removed all links to the official site and replaced with their link, they also removed other references that were long existing. They simply do not belong through wikimedia sites, as anyone who does that level of link hijack is simply not worthy of use at our wikis.
