Just to be clear, it cannot be confirmed that these users are indeed socks. What I can say, however, is that there is concrete technical evidence supporting the suspicion of either sockpuppetry or meatpuppetry. This is because of a series of coincidences that are very hard to believe. If you were to ask me what are the odds that these users are linked to Kubura strictly from a technical point of view, I would answer as it follows:

It should be noted that the distinction between possible and probable is based on more than just the underlying IP addresses, and is meant to reflect, to some extent, a lack of meaningful data. Thanks Sakretsu. Let me just note two more things. There was also a check reportedly done in mid-May, so cross-checking the results might be of benefit, if it wasn't done already. Second, the accounts in question took part in the 2020 steward election as well as in the Croatian Wikipedia RfC, so this may qualify now as cross-wiki sockpuppeting, with potentially more severe repercussions. Without commenting on the merits of this request, I note that the requestor is currently blocked indefinitely on sq.wikipedia. That makes me unease to continue with the analysis as I don't think we should honor CheckUser requests for wikis in which their requestors are not in good standing. I haven't been active recently, but I just had a look at their edits and they have similar edits, such as replacing ç and ć with q without prior discussion or changing article titles to less known ones.   When we did not yet have clear policies to remove an administrator, Patlabor Ingram claimed that negotiation has failed, thus starting a vote against Zhxy 519 on 2020年10月15日. Our policy would be voting for or against a candidate for 14 days. On 2020年10月29日, I questioned if the consensus has been built to remove with 6 supports, 5 oppositions, and 3 being neutral [2], and on the same day Midleading as my fellow sysop advised temporarily keeping Zhxy 519's adminship [3]. Yet Patlabor Ingram and Longway22 would keep pushing their propaganda and think that only removing Zhxy 519 will be acceptable, especially after 2020年10月29日 in an "unapproved extension", thus assuming bad faith. In principle and in a general case, investigating to find sleepers is called 'Fishing'. This is generally not allowed. However, exceptionally, there must be LTA that creates many accounts, or a block evader who previously created and operated multiple accounts to evade blocking, or there must be sufficient reasons to justify investigation. Hi. I made the request for several reasons. Firstly, above accounts with contributions did the same editing as well as an IP address which has been confirmed as OP and blocked by an admin. Secondly, the reason why I didn't send the accounts to AIV first is that they made pranks in user pages and I think it's not enough to make them blocked. Hovever, if it is confirmed that many accounts are created by this IP and still some accounts are sleeping, we can make sure that the IP abuse the function of creating accounts and they can be blocked. --Easterlies (talk) 12:59, 23 November 2020 (UTC)

@Easterlies Firstly, if possible local blocks should be preferred over SRCU request. But if local admins are unsure, here is always the last resort for zhwp. If you think they aren't enough to be blocked based on behavior, why you think they can be blocked via CU? And hope you understand, wanting to search for sleepers without evidence is fishing, so if you say there are many accounts, what are the accounts? Hope you can clarify. @Easterlies I understand, the reason why we block open proxies for 1 - 2 years is due to No open proxies. You are suggesting IPs can create more undetected accounts, but without concrete proof, this is fishing in the eyes of CU. @Sotiale: Another user already mentioned his vandalism here and here, but although some of his accounts are blocked indefinitely, at least two admins seem to back or encourage him (one of the admins didn't react at all). He is known for his nationalist, Islamophobic bias, obsession towards Ismail Kadare and adding of POV content (like changing the description from "leader of a uprising" to "analphabetic villager" in the article of Haxhi Qamili). Currently he keeps editing in this way with two IP adresses and has some "reserve" accounts (see above). With them, he frequently asks unaware user for approving his edits to make it more "blue" (here and here). This user might be a symptom for the nationalist bias in the smaller wikipedias.--Tutmad (talk) 18:54, 24 November 2020 (UTC)

Part of growing up is learning to take responsibility for your mistakes and own them. We all do stupid stuff and it's rarely comfortable to have to face the consequences of what we might have done, but it does get better. You might want to take the time to reflect on why you did what you did instead of trying to hide it.
