This proposal has been approved.
The Board of Trustees and language committee have deemed that there is sufficient grounds and community to create the new language project.

A committee member provided the following comment:

The language was deemed eligible by langcom for reasons like incubator:Special:Diff/4814927. The project was approved because activity is sufficient.   • The community needs to develop an active test project ; it must remain active until approval (automated statistics, recent changes). It is generally considered active if the analysis lists at least three active, not-grayed-out editors listed in the sections for the previous few months.
  • The community needs to complete required MediaWiki interface translations in that language (about localization, translatewiki, check completion).
  • The community needs to discuss and complete the settings table below:

Settings
Project name Wikipedia "Wikipedia" in your language
Project namespace Wikipedia usually the same as the project name
Project talk namespace Wikipedia prilaxo "Wikipedia talk" (the discussion namespace of the project namespace)
Enable uploads no Default is "no". Preferably, files should be uploaded to Commons.
If you want, you can enable local file uploading, either by any user ("yes") or by administrators only ("admin").
Notes: (1) This setting can be changed afterwards. The setting can only be "yes" or "admin" at approval if the test creates an Exemption Doctrine Policy (EDP) first. (2) Files on Commons can be used on all Wikis. (3) Uploading fair-use images is not allowed on Commons (more info). (4) Localisation to your language may be insufficient on Commons.
Optional settings
Project logo File:Wikipedia-logo-v2-avk.svg This needs to be an SVG image (instructions for logo creation).
Default project timezone Etc/GMT "Continent/City", e.g. "Europe/Brussels" or "America/Mexico City" (see list of valid timezones)
Additional namespaces For example, a Wikisource would need "Page", "Page talk", "Index", "Index talk", "Author", "Author talk".
Additional settings Anything else that should be set
Once settings are finalized, a committee member will submit a Phabricator task requesting creation of the wiki. (This will include everything automatically, except the additional namespaces/settings.) After the task is created, it should be linked to in a comment under "final decision" above.

Support : Kotava exists since 1978. Its community is small, not proselytizing but nevertheless active. This project is already progressing well in the incubator and I am sure it will remain active and of good quality if it will be officially open. Amongst the constructed languages, except Esperanto, Kotava is certainly the one with the strongest literary development, with many translations and original texts. Among other fields that will be strong on the encyclopedia, there is Africa (look for example the "portal" about Tanzania), prehistory, history more generally, the Russian world widely, the geography and some other themes. On the other hand, for the moment at least, the scientific fields (medicine, mathematics, chemistry, etc.) are weak points.

Languages die every day, unfortunately. Others, very rare, are born and need space and benevolence to grow and to blossom. Wikipedia must fit into this free way of life. Thank you. --Axel xadolik (talk) 07:23, 9 January 2019 (UTC) [reply ]

It is not 'so-called'. Without the Language Committee your project can't be approved and it's not nice idea to force anybody to approve the project. Give them time - as an ex-editor of Wikimedia Incubator I can say it may require from several months up to 3-4 years. 7000 or no matter how much articles don't really matter, I remember approved projects with a couple of hundreds of acticles, and a project with ~15000 articles. --Wolverène (talk) 09:47, 10 February 2020 (UTC) [reply ]

Strong support. I contribute to this project in the incubator which is very active and diverse. There are already more than 2500 articles. What is the bar required to be validated? Support: I just saw this proposition. Kotava is not a "big" language and will probably never be, but it's one of the actually original IALs that have the most dedicated community of speakers. Support: Le kotava est une langue à vocation internationale, comme l'espéranto, mais créée par Staren Fetcey sur des bases assez différentes et assumant ses choix et ses objectifs de neutralité linguistique et culturelle. Elle existe maintenant depuis quarante ans et a converti un certain nombre de gens partageant les mêmes idées, convictions et idéaux.

Wikipedia est un lieu d'expression libre et ouvert à toutes les cultures et toutes les langues. Il accueille déjà des langues de même nature, comme l'espéranto, l'ido, l'interlingua ou le volapük; il n'y a donc pas de raison qu'il n'en aille pas de même pour le kotava. Strong support: There are many users contributing to the Kotava Wikipedia every month, and this testwiki has a community really dedicated on it. Additionally, there are more than 3 contributors with more than 10 edits for one and half year in this test Wikipedia. Furthermore more than 9,000 articles have been created. It has an active community, far more active than Novial's community has ever been, and this community has demonstrated its willingness to contribute fervently and actively to Wikipedia on a level that many constructed language communities have never shown.
