Freedom is also the freedom of others. Individual harrasment has to be dealt with individually from case to case; there is no magic rule or algorithm to prevent this. Also note, that there's often a personal point of view of what harrasment is. For instance, not every critism is an harassment. When you feel harassed: first evaluate if you're at fault. Second, try to think of a reason why exactly you are harrased - maybe you've been offensive in the past yourself. Third: if it's not automated spam, remember that the person you're dealing with is a human like you as well. There often is no simple way of dealing with one another; the internet and public projects are a mirror of society. If you cannot deal with harrasment individually, you're better off writing a blog with the comment function deactivated.
