What's the best method to display a listing of content items filtered by workflow state?

Reconfigure Workflow History View?

This is off the top of my head, but assuming you use the Workflow module, isn't there already a Workflow history View available out of the box, albeit for a single node?
Since it's a View would you be able to copy and re-configure that View to suit your needs?
