How do we handle more-or-less dead groups?

1. Decide what is dead - I'll lay out the limit of "no activity in X months (I'll suggest 12 as an easy cut-off point)"
2. Identify somewhere to merge posts (assuming there are some)
3. Post a notice that we will be closing the group and identify the group that will be merged into requesting that users join that group
4. Wait two weeks
5. Post a follow up comment and make the deletion

what about "dead groups" due to inactive group managers? (or managers without vision)

example: http://groups.drupal.org/orange-county

this group should be thriving.... but its not thriving on gdo... instead it has moved off-site onto www.meetup.com and http://www.ocphp.org headed by williamestrada. I know william has approached the group manager for admin rights and was turned down. which is a shame, since he's been active in coordinating meetups, and drupal training, and networking with the LA group (and possibly San Diego too). I recently had an admin create a tab that contained recent posts (which had been missing from the group for ~8 months). I imagine that will help in this particular case.

Ultimately I think there needs to be metrics in place which to gauge when a group can be "taken over" by someone else that wants to lead it or "co-lead" it. it kind of gets to the core of what is a group, and who really has rights to run it.

Fixed that problem, he's now also a group admin. I'll reach out to Paris and William Estrada to ensure they are able to work together.

We should always work towards recruiting new leaders and new people to join groups. Maybe we need to make it explicit that the groups do not belong to individuals but are tools for the entire community.

I think we also need to be more encouraging about how to grow groups by recruiting more managers, using third party tools, and reaching out to parallel groups.
