Depends on what you want to

Depends on what you want to do; what is the audience? Is this is a completely Chinese site with ICP license and all, or merely a site with Chinese content. Is this simply content or more of a dynamic community? Are there other audiences beyond China?

It's a dynamic community site

It's a dynamic community site which will initially be for both English and Mandarin speaking users in China, but eventually will expand
internationally.

The ICP licence is a good point, do you know how easy it is to get it if applied for by a WOFE or a FICE, or possibly just a personal licence
by an expat?

I am aware of similar sites that are run locally and target users here, but are hosted outside of China, do you know how strict they are on requirering a licence in these cases?

As far as I know, the policy

As far as I know, the policy of ICP has changed for a while, to get an ICP license, you have to be a COMPANY, individual person can no longer apply for an ICP license.
That's troublesome and boring, so lots of Chinese webmasters prefer to host their sites abroad, the speed is ok and much easier.
If you are serious about the connection speed, you may consider host it in Hongkong or Korea~~

Yes, hosting it in Hong Kong

Yes, hosting it in Hong Kong or Korea is probably an easier option.

If you're going for hosting

If you're going for hosting abroad, consider AWS (they just opened a datacenter in Japan and have another one in Singapore) or Slicehost (US hosting, but great speed from China). I usually try to avoid hosting in HK; you don't get a good value out of them (poor QoS, high prices).

Great, many thanks hunvreus,

Great, many thanks hunvreus, I'll have a look at those!

We are trying to leave our current cruddy Hong Kong host and move to something cheaper and more scalable with better support. Currently run a lot of badly configured drupal sites that are getting cleaned up. Need to find a host who can handle a drupal site that gets 200-300k visits a month, around 10,000 per day ... many of them from spambots, though (how to block them is a whole 'nother question. At present we have a dedicated server with 8GB in HK, but it is overpriced, we are paying for management and the service is crap. What kind of server specs do we need> ANy host recommendations?

my servers are in Hong Kong.

my servers are in Hong Kong. I host (obviously) tons of drupal sites. I reckon we can handle whatever site you have in mind.

Omega8.cc has great hosting

Omega8.cc has great hosting stuff out of Singapore. Completely Drupal focused stuff using Aegir, Nginx, Memcache, and a ton of other goodies. They got my recommendation.

I recommend you get a hosting

I recommend you get a hosting in South Korea. Not many companies with English support but try Internet Brothers Korea they do support English the only problem is that mostly they sell VPS so if you are looking for shared hosting you will need to contact themn
