Refactor DigitCam into own Extension #249

The digit cam should be refactored in an own extension called rcs_digit. See rcs_realsense as example.

• DigitHandler in the python digit module provides utilities serial id finding utilities that should be exposed via CLI
• utils.py has a default_digit() method that should also be copied over
