[edit ]- Since 大阪府 (Ōsaka-fu) and 京都府 (Kyōto-fu) are the only prefectures with 府 (-fu) as their suffix, the counter only appears as 一府 (ippu) or 二府 (nifu). It combines with the other prefecture counters 県 (-ken), 道 (-dō) and 都 (-to) to count prefectures of mixed types.
