Edits made as part of an educational assignment for university

Hello, I have made changes to the article as part of an educational assignment by adding four additional sections: Historical overview, Health effects, Guidelines and policies and Statistics. I have refined the lead section as well. I also moved the Content section with subsections U.K., Controversies and Preparedness below the Statistics Section.
