Why 'Highest Average'?
[edit ]Why do we call the divisors 1,2,4,8,... 'highest average'? This Macarene divisor series, unique becasue it discouraging large parties, has nothing to do with the 'higest average' resulting from the application of the D'Hondt divisor series.
