as stated in the title

my main reasoning for this is so that mod makers can have a distinctive sound for a round being cycled when firing the lib vs chambering a new round from a reload

(a more personal reason is that hearing a loud KERCHUNK every time i fired the lib with a sound mod active mildly annoyed me lol)
