downstream: fast forward history for new channels on connect

At first blush the CI failure looks like a race condition in the testing infrastructure. If I'm mistaken, please let me know.

That certainly sounds plausible to me. The machine was suspended for about 20 minutes - I'm not sure what dictates how long a TCP connection can survive without traffic. The connection to soju is...

Concretely, I've seen multiple accumulated typing notifications after switching channels, even though nobody was typing and all the messages...
