Il me semblait que la loi du pérou n'obligeait pas à l'utilisation de logiciel libre mais définissait une liste de critère que seul les logiciels libre remplissait *pour l'instant* !

the law does not specify which concrete software to use
the law does not dictate the supplier from whom software will be bought
the law does not limit the terms under which a software product can be licensed.
