"must allow" c'est pas "must" du tout. La licence doit simplement permettre à la personne qui redistribue d'utiliser la même licence. Mais ça ne l'y oblige pas.
La GPL l'y oblige, mais pas la BSD par exemple, ni aucune licence non copyleft.
