Parce qu'elles ont les finances qui le permettent (plus de crédits à payer), se rendent compte qu'elles y gagnent à favoriser les déplacements en commun pour des raisons X ou Y (aménagement urbain, préservation de lieux touristiques...) ou alors se font financer pour ça.
